Main Purpose of Job

The Regional Operations Chief provides strategic leadership and operational oversight for Boating Services’ Chesapeake Bay area buoy, icebreaking, hydrographic, and debris-removal operations. This position directly supervises and manages three Captains, who command the Department’s large icebreaker/buoy tender vessels and small-boat operations across the State. The Regional Operations Chief ensures consistent operational standards, coordinates cross-regional activities, and supports the Director of Boating Services in meeting all mandates under the State Boat Act (Annotated Code § 8-703), including marking State waterways, maintaining safe boating zones, and keeping channels clear of debris. 

POSITION DUTIES

This position serves as the primary operational link between vessel Captains and Director of Boating Services. It coordinates regional scheduling, resource allocation, workforce planning, regulatory compliance, training, and emergency response readiness. The Regional Operations Chief ensures effective communication, uniform operational practices, and mission success across all regions in support of Maryland’s critical commercial and recreational boating infrastructure.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work involving any combination of hydrography, engineering, surveying, or construction inspection work including two years of experience in hydrographic engineering associated activities. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

  1. Experience using vessels equipped with hydraulic cranes and hand operated wenches.
  2. Knowledge of setting and retrieving regulatory buoys to mark zones. 
  3. Experience in the safe operation of hand and power tools. Experience utilizing GPS devices.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience overseeing and coordinating the general hydro operations of a unit. 
  • Experience in vessel maintenance. 
  • Capable of operating and maintaining a state vessel, vehicle and trailer to assure a safe and ready response in accordance with Departmental policies.
  • Experience operation and maintaining boats and trailers. 
  • Possession of a Class C drivers license is required. (Independent field crews must drive vehicles towing boats)

Some positions in this classification are assigned duties, which will require the individual to beexamined by a physician. After an offer of employment, applicants for such positions will be given amedical examination to certify the ability to perform the essential job functions.
