Main Purpose of Job

Program Manager I is a managerial level of work in the Management Service of the State Personnel Management System. Employees in this classification are responsible for directing programs unique to their agency’s mission and operations and which are not found in other agencies. Employees in this classification have supervisory or managerial responsibility for the work of other employees in the Skilled or Professional Services. Employees in this class receive managerial or executive supervision from a higher-level manager or an executive. Position allocation within the Program Manager series is determined on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received. Program Manager I-IV are differentiated from Administrator IV-VII in that Program Manager I-IV are responsible for one or more agency-specific programs, including the supervision of staff and responsibility for a budget, while Administrators IV-VII perform administrative staff work related to the administration of departmental policy and overseeing or coordinating agency operations, or as a special assistant to an executive. Program Manager I-IV are differentiated from Administrative Program Manager I-IV in that Administrative Program Managers I-IV are responsible for one or more program functions found in various agencies, such as public information or directors of administration, including the supervision of staff and responsibility for a budget.

POSITION DUTIES

As a State Board of Elections Voting System Regional Manager, the employee is responsible for providing on-site technical and election support to their assigned LBEs throughout all phases of the election; and support, as necessary, all other SBE projects. The employee is responsible for working with the Assistant Deputy For Election Management, Deputy Field Support Manager, and other management and staff to direct and perform the activities for the statewide uniform voting system and the electronic pollbook system (both which will be referred to as voting system). The employee ensures compliance of the voting systems as described in the Maryland Election Law Article and Code of Maryland Regulations Title 33, as well as compliance with other SBE directives, policies and procedures. The employee is further responsible for performing other election related on-site tasks as assigned that includes support for the statewide voter registration system, and ensuring compliance with the voter registration system regulations, process, and procedures. The employee will also be required to perform various audits related to security of the LBE computers that are connected to Network MD.


THIS POSITION WILL BE REQUIRED TO WORK EXTENDED HOURS DURING CRITICAL ELECTION PERIODS. 

MINIMUM QUALIFICATIONS

Minimum Qualifications

Education

A bachelor's degree from an accredited college or university

Note:

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience

Experience

Technical Skills:

1 Year of experience working with Windows OS

1 Year of experience working with Networking Concepts such as: (ex, IP Addresses, WiFi, and Switches)

1 Year of Experience in installing and configuring hardwired and network printers

1 Year of Experience troubleshooting Desktop and Laptop Computers

1 Year of Experience installing, configuring, and troubleshooting applications

Soft Skills:

1 Year of experience providing customer service and/or helpdesk support

1 Year of experience identifying problems and conveying issues, and resolutions to customer

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. 10 years of Election Experience.
2. Project Management Experience, Specializing in managing multiple projects a one time.
3. Experience with Smartsheet's, Google Suite, and Microsoft Suite of software.
4. Experience remaining organized in a fast-paced, deadline-driven environment.
5. Experience with Election Law and procedure for Federal, State, and Municipal Elections.

SPECIAL REQUIREMENTS

THIS POSITION WILL BE REQUIRED TO TRAVEL TO THE LOCAL BOARD OF ELECTIONS.
