POSITION DUTIES

The Office of the Comptroller of Maryland is seeking a Director of Intergovernmental Affairs (IGA) to lead the agency's relationships with local and federal governments. In this high-impact role, you will serve as a key connector between the Comptroller's Office and government partners across Maryland and in Washington, D.C., advancing the agency's priorities while helping partners navigate initiatives that affect or involve the Office.

No two days are the same in this role. You will work directly with the Comptroller, the Chief of Staff, and the Deputy Comptrollers on a wide range of projects and initiatives that combine policy work, strategic outreach, and hands-on engagement with local government leaders.

Responsibilities include:
  • Building and maintaining strong, proactive partnerships with local and federal government officials and agencies
  • Monitoring federal and local legislative and policy developments that affect the Office of the Comptroller, and advising leadership on their implications
  • Drafting reports, guidance, and briefing materials for the Comptroller, agency leadership, and other stakeholders on local and federal initiatives
  • Providing support and guidance to government partners on initiatives that may involve or affect the agency
  • Coordinating with local and federal partners to plan and execute outreach visits for the Comptroller
  • Working directly with the Comptroller on engagement with local governments
  • Collaborating with internal stakeholders on cross-departmental projects and priorities

MINIMUM QUALIFICATIONS

Education: Bachelors' Degree from an accredited college or university.

Experience: Five years of professional work experience involving one or more of the following areas: intergovernmental affairs, government affairs, legislative affairs, public policy, public administration, law or a related field

Notes:
  1. Additional related experience may be substituted on a year-for-year basis for the required education.
  2. Possession of a Graduate Degree from an accredited college or university may be substituted for 2 years of the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required education and experience.
** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalence evaluating members identified at http://www.naces.org/members.html.

DESIRED OR PREFERRED QUALIFICATIONS

  • Familiarity with the Code of Maryland Regulations (COMAR) and the operations of County and Federal Governments.
  • Exceptional written and verbal communication skills, with the ability to translate complex policy issues into clear, concise briefings, reports, and talking points for senior leadership and external audiences
  • Demonstrated ability to build trust and engage professionally with a diverse range of stakeholders, including elected officials, government staff, community leaders, and partner organizations
  • Proven ability to manage competing priorities and deliver high-quality work under tight deadlines in a fast-paced, dynamic environment
