LOCATION OF POSITION
Main Purpose of Job
- Conducts ongoing environmental scanning, policy analysis, strategic planning, and stakeholder engagement activities to identify emerging issues, opportunities, and priorities affecting behavioral health and public awareness of these issues
- Establishes policies and procedures supporting administration-wide public awareness initiatives and operational priorities, including the formulation of short and long term goals and deliverables
- Serves as a primary liaison between BHA leadership and internal and external stakeholders, including State agencies, local governments, providers, advocacy organizations, community partners, and elected officials when dealing with matters of public awareness
- Oversees assigned personnel, contracts, projects, and financial resources in support of Administration special initiatives and public awareness campaigns. This position analyzes best practices, methods and techniques regarding the creation and dissemination of variety of public information messaging
- Analyzes qualitative and quantitative data to evaluate program effectiveness, monitor progress toward strategic goals, and inform recommendations to executive leadership. This position manages special projects, contracts, and interagency initiatives and works collaboratively with agencies, vendors, and stakeholders to advance Administration priorities
- Hires and supervises professional staff and develops an effective organizational structure and staffing pattern to address anticipated workload increases
MINIMUM QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
- Experience in strategic communications, public administration, public health, behavioral health, public policy, or a related field, with demonstrated success leading complex, organization-wide initiatives
- Experience managing public awareness campaigns, contracts, budgets, and staff; developing executive-level communications and briefing materials; coordinating cross-sector partnerships; and analyzing data to inform strategic decision-making
- Experience working with state government, behavioral health systems, or public health programs
- Strong project management, stakeholder engagement, and supervisory skills
