Introduction

The Office of the People's Counsel is seeking an individual who is energetic, and knowledgeable in State policy and procedures to fill the position of Administrative Program Manager III.

POSITION DUTIES

This unique position serves three roles: Administrator, Chief Fiscal Officer, and Human Resources Liaison. In addition, this position works directly with People’s Counsel and Deputy People’s Counsels to ensure the effective management of overall office operations.

The Chief Operations Officer (COO) is responsible for overseeing daily operations, compliance, and financial and administrative activities of the Office of People’s Counsel. This position is unique in that it manages administrative matters (personnel, finance, budget, procurement, facilities and information technology) while also providing legislative and policy support to the People’s Counsel—requiring a working knowledge of energy, utility and climate policy. This position drives planning efforts and works to implement strategies to meet agency goals and objectives in support of OPC’s mission and vision.

Chief Fiscal Officer

Independently perform all financial/budget related responsibilities and ensure that all fiscal deadlines are met.

Oversee accounts payable and the payment of invoices through the Financial Management Information Systems (FMIS). Code, approve, and reconcile invoices for agency purchases; and ensure that funds are available in the budget throughout fiscal year. Order FMIS fiscal reports; balance working fund checkbook and prepare annual reconciliation.

Conduct the annual Agency Closeout with the General Accounting Division.

Monitor agency’s budget appropriation and prepare and present on-going budget projections for the People’s Counsel and Deputy People’s Counsel, as well as for DBM as requested by the Audit Compliance Unit.

Create an annual budget for submission to DBM using the BARS software program and prepare all agency budget amendments and Over-the-Target Requests. 

Administrator

Supervise OPC’s administrative support team of (4) employees and provide performance evaluations.

Provide oversight of information technology equipment, systems, and contractors, including software and telecommunications.

Serve as facilities manager by overseeing office space utilized by the agency, acting as point of contact with the building manager, and acting as the DGS lease liaison.

Oversee the procurement function with the Deputy Operations Manager serving as the office’s Procurement Officer. Assist with the procurement of consultant services and liaise with vendors as needed.

Submit all required quarterly and annual reports for procurement programs (MBE/SBE/VSBE).

Provide oversight and approvals for inventory purchases, tracking, and disposals. 

Supervise the agency’s Property Officer.

Liaison between DGS representatives in renewing office parking contracts, courier, cleaning, maintenance. 

Oversee small contracts for copier, printers, postage machine, etc.

Serves as agency’s EEO officer. 

Oversees and approves Annual EEO report. 

Human Resources Liaison

Acts as Liaison between DBM and OPC regarding all personnel matters. Individually handles personnel issues as requested and as needed.

Make recommendations to the People’s Counsel and the Deputy People’s Counsel for more efficient or effective ways of handling administrative or personnel processes to the benefit of the office.

Review and possess knowledge of COMAR Title 17 and State Personnel and Pensions Article of the Maryland annotated Code.

Strategic Planning and Legislative Support

Support OPC’s legislative activities with the Maryland General Assembly, government agencies, and other entities.

Responsible for short and long-term office strategy, including creation, revision and implementation of office policies and procedures.

Responsible for all mandated reporting, including but not limited to Joint Chairman’s Reports (JCR), and procurement (MBE, etc.).

Other duties assigned.

MINIMUM QUALIFICATIONS

Education:  Bachelor’s degree from an accredited four-year college or university or substitute additional experience in fiscal, administrative staff or professional work on a year-for-year basis for the required education.

Experience:  
Three years of experience in administrative and professional work, including employee direction and supervision.

and

Five years of experience utilizing Word, Excel, Adobe Acrobat and Google Suite.
