Main Purpose of Job

We are seeking passionate individuals for the role of Administrative Program Manager II, so join our team and make a meaningful impact on youth and the community at DJS! The Facility Project Managers are dedicated to ensuring the safe, efficient, and sustainable operation of DJS facilities and offices by prioritizing re-openings, facility closures, conducting through residential facility, community office site assessments, developing standardized preventative maintenance plans with the DJS Risk & Emergency Administrator alongside the Chief Design & Facility Manager (CDFM). Collaborating on a monthly and quarterly basis with Facility Superintendents and Regional Directors, Deputy of Residential Services, Deputy of Community Services, Chief of Information Technology under the Deputy of Support Services; while overseeing the respective area Maintenance budget, conducting procurements, coordinating and overseeing all approved construction and repair projects, and securing annual DGS PMO funding to support facility expansions, renovations and repairs.

POSITION DUTIES

This position is responsible for the Western Maryland Region field offices and facilities. They are:

 

Western Region: Field Offices in Allegany, Carroll, Frederick, Garrett and Washington counties.

 

Facilities are Backbone Mountain Youth Center (24 beds, male only) in Garrett County; Green Ridge Youth Center (20 beds, male only) in Allegany County; Garrett Children Center-currently closed (24 beds, male only) in Garrett County; Meadow Mountain Youth Center- Outdoor Education Facility; Victor Cullen Center (27 bed, male only) in Frederick County; and Western Maryland Children Center (24 bed secure girls detention) in Washington County.

 

Some key responsibilities of this position may include, but not be limited, to the following:

  • Conduct thorough site assessments to evaluate facility conditions utilizing comprehensive DGS/DJS inspection programs, encompassing buildings, equipment materials. 
  • Provides management oversight for all assigned maintenance staff operating within the maintenance services division, including supervising the performance, work quality, and activities, of maintenance staff and external contractors, vendors, and engineers.

  

This position is eligible to work a hybrid telework schedule.

MINIMUM QUALIFICATIONS

Education: Minimum of a High School Diploma

 

Experience: 10 years or more working in the project management and facility maintenance field.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position may possess any of the following qualifications:

  •         Project/Construction Management experience
  •        Procurement of maintenance and facility project needs
  •        Contract monitoring experience
  •        Facility and Maintenance Quality Assurance Coordination
  •      Certifications in PMP (Project Management Professional), CFM (Certified Facility Manager) or FMP (Facility Management Professional)
