Introduction

This recruitment is being conducted to fill two (2) positions located in different geographic locations. 

This is a Management Service position that serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Facility Project Managers are dedicated to ensuring the safe, efficient, and sustainable operation of DJS facilities and offices by prioritizing re-openings, facility closures, conducting through residential facility, community office site assessments, developing standardized preventative maintenance plans with the DJS Risk & Emergency Administrator alongside the Chief Design & Facility Manager (CDFM). Collaborating on a monthly and quarterly basis with Facility Superintendents and Regional Directors, Deputy of Residential Services, Deputy of Community Services, Chief of Information Technology under the Deputy of Support Services; while overseeing the respective area Maintenance budget, conducting procurements, coordinating and overseeing all approved construction and repair projects, and securing annual DGS PMO funding to support facility expansions, renovations and repairs.

POSITION DUTIES

This recruitment will be used to fill two (2) positions responsible for oversight of field offices and residential facilities within multiple regions of the Department of Juvenile Services (DJS). Each position will be assigned to specific regions as outlined below. Both positions are eligible to participate in a hybrid telework schedule in accordance with agency policy.

Position 1 – South Capital and Eastern Regions

South Capital Region:
Field offices include Montgomery, Prince George’s, Charles, Calvert, and St. Mary’s counties.
Facilities include the Cheltenham Youth Detention Center (72 beds, male only) located in Cheltenham, Maryland, and the Alfred D. Noyes Children’s Center (29 beds, male and female), a drug treatment center located in Rockville, Maryland.

Eastern Region:
Field offices include Cecil, Kent, Queen Anne’s, Caroline, Talbot, Dorchester, Wicomico, Worcester, and Somerset counties.
Facilities include the Lower Eastern Shore Children’s Center (24 beds, male and female) located in Salisbury, Maryland.

Position 2 – Central and Baltimore City Regions

Baltimore City Region:
Field offices include DJS Headquarters, Baltimore City Juvenile Justice Center, Maryland Youth Residence Center, and the Hilton Street Office.
Facilities include the Baltimore City Juvenile Justice Center (120 beds, male only) located in Baltimore City, Maryland.

Central Region:
Field offices include Anne Arundel, Baltimore, Harford, and Howard counties.
Facilities include the Charles H. Hickey, Jr. School (72 detention beds, male only, and a 6-bed shelter serving both male and female youth) located in Baltimore County, Maryland.

Key Responsibilities for Both Positions May Include, but Are Not Limited To:

  • Conduct thorough site assessments to evaluate facility conditions utilizing comprehensive DGS/DJS inspection programs, including evaluation of buildings, equipment, and materials.
  • Provide management oversight for all assigned maintenance staff operating within the maintenance services division, including supervising the performance, work quality, and activities of maintenance staff, external contractors, vendors, and engineers.

MINIMUM QUALIFICATIONS

Education: Minimum of a High School Diploma

 

Experience: 10 years or more working in the project management and facility maintenance field.

DESIRED OR PREFERRED QUALIFICATIONS

Please include at least two desirables below

  • Project/Construction Management experience
  • Procurement of maintenance and facility project needs
  • Contract monitoring experience
  • Facility and Maintenance Quality Assurance Coordination
  • Certifications in PMP (Project Management Professional), CFM (Certified Facility Manager) or FMP (Facility Management Professional)
