The Emergency Risk Management Administrator leads the Department’s comprehensive emergency preparedness, environmental health and safety, and risk management strategy across all facilities, community offices, and headquarters operations. This role provides executive-level oversight of safety systems, environmental compliance, and hazardous materials management while aligning agency-wide efforts with statewide emergency management priorities.
Serving as a strategic advisor to senior leadership, this position partners closely with executive staff to strengthen long-term planning, operational readiness, and regulatory compliance. This position sets the tone for proactive risk identification, structured response planning, and a culture of safety that supports both staff and the youth and communities served.
This role offers the opportunity to make a meaningful impact by:
Leading enterprise-wide emergency preparedness and risk strategy
- Oversee emergency preparedness, environmental health, occupational safety, and risk management programs across all Department facilities, community offices, and headquarters.
- Develop, implement, and continuously refine comprehensive emergency risk management plans and agency-wide safety policies.
- Align departmental strategies with statewide emergency management initiatives and evolving best practices.
- Advise executive leadership on risk exposure, mitigation strategies, and operational readiness.
Ensuring regulatory compliance and operational integrity
- Maintain compliance with federal and state safety and environmental regulations, including standards established by Occupational Safety and Health Administration, Maryland Occupational Safety and Health Division, and Maryland Department of Emergency Management.
- Monitor environmental, hazardous materials, and safety practices to ensure adherence to applicable laws, regulations, and agency standards.
- Oversee incident investigations, risk assessments, and corrective action planning to promote accountability and continuous improvement.
- Establish structured documentation and reporting processes that support transparency and informed decision-making.
Building a culture of safety and prevention
- Lead and train facility and community-based staff in identifying hazards, mitigating risks, and responding effectively to emergencies.
- Develop practical tools and guidance that support consistent, clear safety practices across diverse operational settings. Promote psychologically safe reporting environments where concerns can be raised without fear of retaliation. Encourage proactive problem-solving and shared responsibility for workplace safety.
Strengthening environmental and hazardous materials management
- Identify, assess, and mitigate environmental risks across physical sites and operational activities.
- Oversee hazardous materials management and ensure safe handling, storage, and disposal practices.
- Coordinate environmental response planning and preparedness activities to reduce potential threats and operational disruption.
Advancing strategic planning and cross-system collaboration
- Support executive leadership in developing long-term strategic plans for emergency preparedness and risk mitigation. Collaborate with internal divisions, facilities leadership, and community office management to ensure consistent implementation of safety initiatives.
- Represent the Department in cross-agency coordination efforts related to emergency management and environmental safety.
- Use data, incident trends, and risk analysis to guide resource allocation and policy refinement.
This position offers a hybrid telework schedule with periodic travel to facilities and community offices statewide to support training, assessments, and operational coordination.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from an accredited college or university.
Experience: Six (6) years of progressively responsible
professional experience in emergency management, safety/occupational safety,
environmental compliance, risk management, or other closely related field, including
at least two (2) years supervising professional staff responsible for these
functions.
Note: Candidates may substitute additional years of
relevant professional experience in emergency management, safety/occupational
safety, environmental compliance, risk management, or other closely related
fields on a year‑for‑year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate for this position will possess the following qualifications:
- Bachelor’s degree (or higher) in emergency management, safety/occupational safety, environmental compliance, risk management, or other closely related field
- Experience designing, implementing, and evaluating emergency preparedness, safety/occupational safety, environmental compliance, or risk management programs across multiple facilities or sites
- Experience conducting and applying risk assessments, hazard vulnerability analyses, or other structured safety/risk assessment tools to guide planning, resource allocation, and operational decision-making
- Experience overseeing or managing emergency preparedness, environmental compliance, or safety operations in settings that serve youth or other vulnerable populations
- Experience leading emergency management, safety/occupational safety, environmental compliance, or risk management functions within a mid‑to large‑sized or otherwise complex organization
