LOCATION OF POSITION
Main Purpose of Job
The Administrative Program Manager serves as the Director
of Central Services main responsibility is to provide management, direction,
oversight, and policy in the areas of leases, headquarters and remote
facilities, health and safety services, fleet management, mailroom and
receiving operations, capital inventory, and records management. These services
are essential to the basic operations of the Maryland Department of the
Environment (MDE).
The incumbent in this position
will occasionally visit MDE facilities in the following counties: Wicomico,
Anne Arundel, and Allegany, and will be required to drive a State vehicle.
Driver’s License: A valid driver’s license with no more than
five points is required to operate a State vehicle.
Out-of-State Licenses: If you hold an out-of-state license, you must
provide a certified copy of your driving record from the appropriate Motor
Vehicle Administration at the time of appointment.
POSITION DUTIES
The key area of job responsibilities consist of, but not limited
to the following:
Facility & Office Operations
Manage the Montgomery Park office, warehouse space, and eight field office
locations to ensure all sites are properly maintained and fully operational.
Facilitate lease renewals for MDE Headquarters and field offices, totaling over
$4 million annually.
Oversee repairs, maintenance, and services for all fixed assets, including
audio-visual equipment, movable partitions, HVAC units, fume hoods, and
breakroom equipment/supplies.
Direct correspondence between Montgomery Park Management and MDE employees
regarding building and property issues.
Oversee ongoing facility renovations, upgrades, field office shutdowns,
improvements, and relocations.
Fleet Management
Direct the Fleet Management Program to ensure vehicles are properly maintained,
operated safely, and used in compliance with State Fleet guidelines.
Oversee the procurement, transfer, and disposal of all vehicles, boats, and
trailers, and make recommendations for future vehicle projections.
Maintain data fields in the Access Tracking Database, generate reports as
required, and assist with the Vehicle Assignment/Accident Review Board.
Asset, Inventory & Administrative Oversight
Manage the Department’s annual capital inventory database, acquisitions, and
disposals.
Prepare documentation for the Annual Insurance Survey in coordination with
Fiscal Services.
Oversee Records Retention Schedules and records disposal processes.
Manage warehouse and receiving operations, including the distribution of paper
supplies for the Department.
MINIMUM QUALIFICATIONS
Education: An Associate’s degree from an accredited college or university.
Experience:
Five (5) years of direct experience
overseeing the operations, inventory, maintenance, and project management of an
organization’s facility. This includes two (2) years of supervisory
professional staff experience.
Note:
Candidates may substitute the possession of an Associate's
degree from an accredited college or university in management with four
(4) years of direct experience overseeing the operations, inventory,
maintenance, and project management of an organization’s facility. This
includes two (2) years of supervisory professional staff experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- Experience managing capital inventory processes and systems.
- Experience managing full array of facilities management responsibilities.
- Experience managing fleet management program.
