Introduction

The Maryland Department of Veterans and Military Families (DVMF) was created by the State Legislature in 1999 as an executive agency with the mission of assisting veterans, active duty service members, their families and dependents, in securing benefits earned through military service.

Under the Department of Veterans and Military Families are five major programs: 

  1. Service and Benefits Program
  2. Charlotte Hall Veterans Home
  3. Cemetery and Memorial Program
  4. Communications, Outreach, & Advocacy Program’s
  5. Maryland Veterans Trust Fund 
The Maryland Department of Veterans and Military Families (DVMF) is seeking current qualified applicants for the position of Director of Fair Practices. This position reports directly to the Secretary of the Department. 

This is an individual contributor role and will not have a staff reporting to them. 

***This is a Management Service position that serves at the pleasure of the Appointing Authority***

POSITION DUTIES

The Director of Fair Practices will solely conduct necessary investigations and deliver agency compliance training(s), while overseeing ADA requests. This is accomplished while promoting a diverse, inclusive and equitable workforce that is free of unlawful discrimination, harassment, and retaliation. The incumbent will represent DVMF in matters relating to the functions of the Office by responding to and meeting with external administrative and enforcement entities, as well as with directors, managers and supervisors. This position must maintain effective, strict, professional confidentiality and abide by legal compliance.

Candidates must possess excellent interpersonal, written, and oral communications skills to communicate effectively; strong organizational skills; have the ability to handle multiple, concurrent and high priority tasks; effectively interact with all levels of internal employees, the public/applicants, government officials and enforcement agencies; have a demonstrated and proficient knowledge of equal opportunity and fair practices according to Federal, State, and local laws, rules, policies, and regulations. 

Additional duties of this position include:

  • Making recommendations to Executive leadership on issues related to EEO/ADA investigations, training, review and approval of interview panels and questions, participation in interview panels to ensure fair employment practices. 
  • Assist the Employee Relations Manager in facilitating management's relationship with the employees' exclusive representatives (labor/bargaining unions). 
  • Training agency employees in prevention of sexual harassment and other EEO program areas. The incumbent must be available to administer virtual and/or in-person training across various DVMF locations.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three (3) years of experience in administrative staff or professional work focused primarily on implementing best practices in the fields of Equal Employment Opportunity (EEO), Fair Practices, Employee Relations and/or the Americans with Disabilities Act (ADA). 

Note: Additional years of experience may be substituted year-for-year for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience monitoring policy and compliance with state/federal EEO laws and policies, conducting investigations, and mediating complaints on discrimination, harassment, retaliation and bullying.
  • Experience producing investigative reports, formal responses to complaints, and position statements.
  • Experience developing and delivering training on sexual harassment.
  • Experience in the use of Workday, Google Workspace, Microsoft Office Suite, tracking and reporting, developing Power Point training presentations, and knowledge of other relevant software/systems.
  • Experience performing mediation services in the workplace.
