Main Purpose of Job

The Chief of Local Health Strategy and Infrastructure (Chief) within the Public Health Services Administration will serve as a key leader both within the Public Health Services Administration and more broadly across Maryland Department of Health on implementing initiatives that support enhanced coordination between state and local policies and program implementation. The Chief will provide policy and operational guidance and support for Maryland’s 24 local health officers, as well as engage them in local health policy and program design and updates.

The Chief will also be responsive to inquiries from local health officers and, through delegated authority by the Deputy Secretary for Public Health, provide direct strategic guidance and administrative oversight for the 23 local health officers who report to the Deputy Secretary. This position will provide critical coordination and leadership to local health officers in managing their collective more than $1 billion budgets and 3,760 state employees.

The Chief will engage directly with all 24 local health officers on questions or concerns around state policies that impact their jurisdictions and across MDH leadership to ensure strong coordination between state and local public health infrastructure in Maryland. This position will report directly to the Deputy Secretary for Public Health Services, but coordination across MDH leadership in regard to local health policy. In particular, this position will be a resource to Public Health and Behavioral Health leadership within MDH.

The Chief will directly manage a team that will implement projects to enhance process clarity, engage local health officers throughout MDH, and ensure local health departments are integrated into Public Health strategies throughout MDH as the most critical public health program implementer and community engagement partner. The Chief will hold the delegated authority of the Deputy Secretary of Public Health Services to provide mentorship and policy and operational guidance for local health officers and support their teams, as appropriate and/or requested, including but not limited to, approving local health officer timesheets, local health department secondary employment requests, and local health out-of-state travel requests.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and eight (8) years of administrative or professional health and human services experience, including three (3) years at a supervisory or managerial level.

Note: A Master's degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.
