Introduction
The
Maryland Military Department is seeking a candidate for the position of Designated
Admin Mgr Senior I. This position serves as the Legislative and Governmental
Affairs Director (L&G) and serves at the pleasure of the Appointing
Authority. This role follows a compressed work schedule, Tuesday through
Friday, 6:30 a.m. to 5:00 p.m. Free parking is available.

Main Purpose of Job
This position will serve
as the Director of Legislative and Government Affairs for the Maryland Military
Department. The selected incumbent will be responsible for initiating and
coordinating and recommending actions for consideration on behalf of the
Adjutant General.
POSITION DUTIES
Position duties include
but are not limited to:
·Primary
liaison on behalf of the Adjutant General for legislative and agency
operational issues.
·Support
and maintain effective communication between MDNG and a range of stakeholders.
·Direct
and coordinate response for legislative matters and fiscal note request.
·Manage
the operations of the L&G Affairs office.
·Coordinate
planning efforts for the Maryland Gubernatorial Inauguration.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university in Political Science, Public Policy, Public Administration, Law, Government, or a related field.
Experience: 3 years of experience coordinating legislative matters at the local, state, and/or federal level including 2 years of senior level management experience.
Notes:
1. Candidates may substitute seven (7) years of professional experience involving public information, public relations,government relations, and legislative affairs, including 2 years of senior level management experience for the required degree and experience.
2. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of Public Administration, Political Science, Public Policy, Law, or a related field and two (2) years of professional experience involving public information, public relations, government relations, and legislative affairs, including 1 year of senior level management experience for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference
will be given to applicants who possess the following preferred
qualifications. Please include clear and specific information on your

· Experience
communicating with State agencies, Federal agencies and stakeholders.
· Experience managing a
legislative office or legislative staff.
· Experience drafting or
negotiating legislative language with legislative counsel, committee staff, or
drafting offices.
· Experience preparing
legislative agendas, briefing memos, or floor strategy materials for senior
leadership.
·
Diverse knowledge of
the State of Maryland legislative process, including committee procedure,
fiscal notes, and the rules governing bill passage.
· Experience identifying
legislative or political problems and negotiating solutions.
· Experience in
constituent services, casework management, or coordinating between district and
legislative offices.
· High-level managerial supervising
experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned
duties which require the operation of a motor vehicle. Employees assigned
such duties will be required to possess a motor vehicle operator’s license
valid in the State of Maryland with less than 5 points to operate a state
vehicle.
SPECIAL REQUIREMENTS
This position will require the
ability to pass a State & Federal background check to access military
facilities within the state of Maryland. Being able to access these
facilities is a condition of employment for this position.
