Introduction
In Maryland, there are more than two million property accounts. The Department of Assessments and Taxation must appraise each of these properties once every three years. There are 24 local State assessment offices, one in each county and Baltimore City.
Assessments are certified by the Department to local governments where they are converted into property tax bills by applying the appropriate property tax rates. An assessment is based on an appraisal of the fair market value of the property. An appraisal is an estimate of value. There are three accepted approaches to market value: the sales approach; the cost approach; the income approach.
While differing in the method of calculation each approach is designed to indicate the property’s fair market value. The property tax is primarily a local government revenue. Counties and cities depend on the property tax and a portion of the income tax to make up their budgets.

POSITION DUTIES
- Assist in the creation of assessment notices (reassessment, final, out-of-cycle and new construction). Assist in the creation of scheduled hearing date notices. It is all completed on a weekly basis.
- Review real property accounts and data in AAVS for errors and problems and correct them when possible. Communicate with local office personnel to correct user errors and other problems that cannot be resolved quickly.
- Assist local assessment offices and Director's office with data queries and technical database support. Trains and communicate with local office staff regarding the AAVS database related to job responsibilities and duties. Mass updates property records, update database tables, and import data as requested by local offices or supervisor.
- Assist in AAVS database maintenance and other annual procedures (rollover, tax billing, etc.) and creating and maintaining edit queries used in AAVS as needed by local and HQ staff.
- Communicate with vendors and SDAT OIT Department about programing problems and enhancements. Assists the supervisor to resolve database programing concerns and automated job scripts.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree
in information technology, Computer Science, or a related field may substitute
for up to four (4) years of the required experience.
Experience: Six (6) years of experience supporting Computer-Assisted Mass Appraisal (CAMA) valuation systems, database administration, or as SQL Developer.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience working with Computer-Assisted Mass Appraisal (CAMA) systems, including data maintenance, valuation support, and property assessment workflows.
- Proficiency in writing and executing queries using Structured Query Language (SQL) for data extraction, validation, and reporting.
- Experience developing, modifying, or maintaining reports using Crystal Reports, including the ability to translate business needs into functional reporting solutions.
- Familiarity with database structures, data integrity practices, and quality assurance processes within large-scale property or financial systems.
- Ability to analyze complex datasets and present findings in a clear, concise manner to support operational and management decision-making.
- Experience supporting end users with system-related issues, report generation, and data modification. Include clear and specific information on your application regarding your qualifications.
