Introduction

The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

This position offers a hourly salary range of $28.43/hour - $40.62/hour with potential for advancement up to $44.84 based on qualifications, equity, and hiring guidelines.

Main Purpose of Job

The Office of the Attorney General (OAG) is seeking applicants for a Project Coordinator to support the work for the Commission on the House of Reformation and Instruction for Colored Children (HOR Commission).  Established under Senate Bill 776, HOR Commission was created to:

● Research the history, operations, and resident deaths at the House of Reformation and Instruction for Colored Children;
● Provide a complete and public accounting of the children who died and were buried on the grounds of the institution;
● Promote healing and reconciliation through truth-telling, acknowledgment, and recommendations for systemic reform;
● Ensure descendant and community voice throughout the investigation and reconciliation process.

The Project Coordinator will provide comprehensive project coordination services to support the Commission's work, including coordinating research initiatives, managing contractor relationships, facilitating descendants and community engagement, and overseeing compliance with statutory duties. The position will report to Commission Lead Staff and Legal Counsel. 

This position may require attending weekend and evening meetings as needed. 

POSITION DUTIES

KEY RESPONSIBILITIES:

● Develop and maintain project plans and timelines for the Commission's major initiatives, coordinating across multiple concurrent contractor workstreams — including genealogical research, site investigation/archaeological assessment, memorial programming, and community events — to keep deliverables aligned with the Commission's statutory reporting deadlines.
● Serve as primary point of contact for coordination among Commission members, OAG staff, contracted experts (forensic anthropologists, archaeologists, historians, genealogists), and external stakeholders.
● Facilitate meaningful engagement with descendants, African American communities, and others with historical, familial, or cultural connections to those interred at the site.
● Coordinate logistics for Commission meetings.
● Track and document compliance with statutory duties and reporting requirements.
● Create and maintain comprehensive project documentation, records management, and communications.
● Support the coordination of research methodologies, work plans, and findings produced by contracted experts.
● Assist in facilitating opportunities for descendants, survivors, former residents, and community members to share testimony and participate in public acknowledgment.
● Attend Commission and subcommittee meetings, working group sessions, and public events. 

MINIMUM QUALIFICATIONS

The ideal candidate will have a minimum of three years of professional and/or volunteer experience managing projects within, or in collaboration with, cultural organizations and/or government agencies. The successful candidate will demonstrate excellent written and verbal communication skills, with the ability to communicate clearly and effectively with diverse audiences; strong organizational and time-management skills; the ability to manage multiple priorities and meet tight deadlines; and proficiency in Microsoft Outlook, Word, PowerPoint, and Excel.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have:

• A degree in Business Administration or a related field from an accredited college or university or certified as a Project Management Professional
• Five years’ experience as a project coordinator working in, or collaboratively with, cultural organizations and/or government agencies or related experience
• Experience or familiarity with social justice, cultural history, public policy at the state or local community level and/or government agencies

BENEFITS

Contractual employees working for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, with a current employment contract and a schedule of 30 or more hours per week (or an average of 130 hours per month), may be eligible for subsidized health benefits for themselves and their dependents. As a contractual employee, you will pay 25% of the premiums for medical and prescription coverage, including enrolled dependents, while the State of Maryland subsidizes the remaining 75%. You may also elect dental coverage, accidental death and dismemberment insurance, and life insurance at full cost. Additionally, contractual employees who have worked 120 days within a 12-month period may be granted leave, accruing at one hour for every 30 hours worked, up to a maximum of 40 hours per calendar year. The State also offers a free mass transit benefit for local bus and express bus services.
