POSITION DUTIES
- Develops, coordinates, and oversees statewide data collection, analysis, and reporting activities for the Individuals with Disabilities Education Act (IDEA) Part C and Part B to support federal reporting requirements, inform policy and programmatic improvement, guide professional learning, and evaluate outcomes for children and students with disabilities.
- Directs and coordinates statewide research, data collection, analysis, and reporting activities related to IDEA Part B and Part C programs serving children and youth with disabilities from birth through age 21.
- Oversees the collection, management, analysis, and reporting of statewide data, including data from the Online IFSP Database System, IEP systems, and other State data sources used to monitor program performance and inform decision-making.
- Leads the development, coordination, and submission of required federal reports and improvement plans. Provides quantitative and qualitative data analyses to support programmatic improvement, professional development initiatives, policy development, and evaluation of progress toward the Division’s Strategic Plan.
- Provides technical assistance and support to Division leadership, local school systems, and public agencies in the analysis, interpretation, and use of data to improve outcomes for children and youth with disabilities.
- Monitors national, State, and local research and policy developments related to early intervention, special education, and data-driven program improvement, and incorporates findings into program planning and policy development.
- Supervises Education Program Specialists and data managers, including coordinating staff assignments, providing guidance and oversight, and ensuring the effective completion of research, data, and reporting activities. Coordinates staff efforts across research, data, and reporting functions and collaborates with the Director for Accountability and Data and other Division leadership to ensure alignment with strategic priorities.
MINIMUM QUALIFICATIONS
EDUCATION: A bachelor’s degree in education or a related area from an accredited college or university.

One year of experience in Special Education data analysis.

· Experience managing professional staff and
external teams in satisfying timelines, deadlines, analyzing complex program
issues, recommending solutions, and maintaining effective working
relationships.
· Experience working with special education
accountability programs, data collection systems, data manipulation.
· Experience with using SAS, Stata, and/or SPSS.
· Experience in data management/analysis and in
creating data collection systems.
· Experience writing computer programs to
organize and clean data in order to create valid analysis datasets
· Experience interpreting/summarizing research
findings and providing technical guidance.
· Experience with analyzing complex program
issues and recommending solutions.
