POSITION DUTIES

The Data and Research Coordinator in the Division of Student Support and Federal Programs partners with program leadership to design data processes, analyze program data, and generate reports that support compliance, program planning, performance monitoring, and informed decision-making across programs. The Coordinator provides leadership and technical assistance to the Divisions within the agency, local education agencies (LEAs), State Agencies (SAs) and external service providers in acquiring, analyzing, and reporting student, school, and school system data, and using data for program improvement. The Coordinator trains MSDE staff, LEA staff, SA staff and external service providers to collect, organize, interpret and use program data. The Coordinator collaborates with program managers, directors, and coordinators to analyze and interpret program data, identify trends and needs, and develop data-informed recommendations that support continuous program improvement and strategic decision-making.

Responsibilities include:
  • Provide leadership and technical assistance to division staff and external partners.
  • Design data collection systems tailored to program staff needs.
  • Analyze, interpret, and summarize findings in written reports and oral presentations.
  • Design and deliver presentations, collaborative meetings, and training for MSDE leadership, program staff, LEAs, SA’s, and external partners on effective data use for program improvement.
  • Coordinate the collection, analysis, and reporting of all program data to comply with State and Federal reporting.
  • Oversee statewide data collection, verification, analysis, and reporting related to federal programs, student safety, and school health.

MINIMUM QUALIFICATIONS

Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework from an accredited college or university.

Experience: Five years of administrative or teaching experience in, or affiliated with, an education program.

Notes:
1. Candidates may substitute a Bachelor’s degree and two additional years of experience directly related to the position option for the required education.

2. Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland.  The specific education and experience qualifications for each position are on record in the Office of Human Resources.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered.  Include clear and specific information on your application regarding your qualifications.

  • Three years of professional experience as a research or data analyst in education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Proficiency in computer-based statistical programs (SPSS, STATA, or SAS)
  • Strong Microsoft Excel, Access, PowerPoint, and Publisher skills
  • Proficient in developing and using intuitive dashboards and data visualization products such as Microsoft Power BI and Tableau
  • Experience leading or co-leading research projects
  • Experience interpreting and summarizing research findings
  • Experience providing technical assistance

SPECIAL REQUIREMENTS
