POSITION DUTIES

Working under the direction of the Director of Educator Preparation and Development, the main purpose of this position is to direct, coordinate, and develop state initiatives relating to National Board Certification (NBC) programs coordinated by the Maryland State Department of Education. The State National Board Coordinator provides leadership and expertise for the development and institutionalization of the National Board Certification (NBC) initiatives established in the Blueprint for Maryland's Future, including, but not limited to, the grant programs, candidate support, and recruitment campaigns.

The State National Board Coordinator will work in partnership with Maryland local education agency National Board Coordinators and Facilitators to enable them to provide support to teachers at the local level. The State National Board Coordinator is responsible for coordinating all programs designed to encourage and support Maryland teachers in obtaining and maintaining National Board Certification. 

Responsibilities include: 
• Coordinate and manage the Maryland National Board Candidate Support Program 
• Actively recruit and champion the diversification and inclusion of teachers into the NBC process 
• Develop a culture of collaborative support for accomplished teaching 
• Collaborate with Institutes of Higher Education, the National Board for Professional Teaching Standards, local education agencies (LEAs), and other relevant organizations and agencies to expand the National Board Certified teacher workforce in Maryland 
• Direct and manage the National Board Certification State and Local Incentive Program 
• Collect and maintain National Board Certification data for the State 
• Organize and facilitate training for LEA’s on how to design and support collaborative professional learning opportunities for teachers pursuing National Board Certification 
• Act as the MSDE liaison with the National Board for Professional Teaching Standards 
• Develop and deliver professional learning in partnership with the National Board for Professional Teaching Standards for Maryland LEAs 
• Manage the MSDE website pages providing information on National Board Certification

MINIMUM QUALIFICATIONS

Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework from an accredited college or university.

Experience: Five years of supervisory or teaching experience in, or affiliated with, an education program, including two years of experience in supporting, coordinating, or administering an education program or service directly related to National Board Certification. 

Notes: 
1. Candidates may substitute two additional years of experience directly related to the position option for the required education.
2. Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.
3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resources Branch.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • National Board Certification 
  • Knowledge of trends, regulations, and policies associated with National Board Certification as it pertains to the Blueprint for Maryland’s Future 
  • Experience as a National Board Certification Coordinator within a Maryland local education agency. 
  • Experience as a teacher mentor in an induction program 
  • Experience in leading internal and external interdisciplinary work teams in developing educational goals and standards 
  • Experience organizing or facilitating professional learning opportunities

SPECIAL REQUIREMENTS
