Main Purpose of Job

This position serves as the administrative staff assistant to the Lieutenant Colonel (Bureau Chief) of the Homeland Security and Intelligence Bureau. This position plays a very intricate part in the Department, relieving the Bureau Chief of many details involving a wide variety of technical, non-technical and administrative services. This position serves as the confidential assistant to the Bureau Chief in highly sensitive matters and investigations and acts as a key member in the daily operations and management of the Homeland Security and Intelligence Bureau.

POSITION DUTIES

Organizes and structures daily schedule of appointments, and screens all visitors for the Bureau Chief for the various demands of his time for meetings and public functions. This involves activities involving Maryland State Police matters as well as the Maryland Coordination and Analysis Center’s Anti-Terrorism Advisory Council (ATAC) and the Federal Bureau of Investigation (FBI). Coordinates the Bureau Chief's appearances as the Maryland State Police representative at high level, top secret meetings and events.

Conveys and acts as the liaison for the Bureau Chief and consults directly with members of the MCAC's ATAC board, and various other personnel within State government, high level officials of other law enforcement agencies, including the FBI, and the general public on the various policies and procedures of the Maryland State Police and Homeland Security. Independently responds to the Bureau and MCAC’s staff concerning policies, and legislative matters. This requires considerable tact, diplomacy, discretion, good judgement, and experience in making decisions of an administrative nature instantly.

Manages the office and the secretarial operations within the Homeland Security and Intelligence Bureau. Reviews correspondence to the MCAC, the University of Baltimore and the FBI for final signature of the Lieutenant Colonel. Advise and assist other clerical and sworn personnel within the Bureau to include allied agency personnel both sworn and civilian assigned to the MCAC on proper handling and preparation of correspondence, both written and oral, for the Bureau Chief and the MCAC's Executive Director's signature. This includes correspondence to federal, state and local officials.

Performs other related duties as assigned

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

 

Experience: Six years performing administrative or secretarial work involving typing duties. 

 

Note: Thirty credit hours from and accredited college or university may be substituted at the rate of thirty credits for one year of experience for up to four years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

 

1. Experience in Windows based operating systems; preferably Windows 10.

 

2. Experience with Microsoft products (Word, Excel, PowerPoint).

 

3. Experience with Google products (Docs, Sheets, Slides).

 

4. Experience taking meeting "minutes".

 

5. Experience completing and sending correspondence for and Executive/Commander.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
