Main Purpose of Job

The Maryland State Retirement & Pension System (SRPS) is seeking a Managing Director, EDGE (Emerging Managers, Durable Capital & Governance Excellence) to provide senior leadership for an integrated platform covering the Terra Maria Emerging Manager Program, ESG and Corporate Governance (including proxy voting), and investment-related compliance. Reporting directly to the Chief Investment Officer, this role is a senior leadership position within the Investment Division and serves as a trusted advisor to the CIO, Executive Director, and Board.

POSITION DUTIES

This position responsibilities include
  • Direct, manage, and monitor, using best practices in portfolio management, construction and reporting tools, efficient implementation of investment objectives for EDGE program. Establish priorities, frameworks, and performance expectations aligned with the System’s fiduciary mission and total-portfolio objectives. Serve as a senior advisor to the CIO on governance, stewardship, innovation, compliance and long-term investment risk. Oversee program implementation and provide thought leadership and guidance on investment strategies, portfolios, programs, and policies within approved risk guidelines. Thought leadership includes identifying emerging trends, developing forward-thinking investment approaches, and ensuring alignment with the System’s long-term goals and objectives. Coordinate inclusion of multi asset class research, analysis, and information into investment decision making, capital planning, and risk management in collaboration with other division leaders.
  • Provides high-level oversight and direction to EDGE staff to implement and comply with investment policy; implement investment strategies directed by the CIO. Designs and implements appropriate investment techniques to ensure long-term fund sustainability. Provides executive-level leadership, guidance, and oversight for managers and team members within EDGE in alignment with the total fund’s objectives, and consistent with the MSRPS’s value and culture. Identifies potential areas of compliance vulnerability and risk, develops / implements corrective action plans for resolution, and provides guidance on mitigation of similar situations in the future.
  • Participates in the selection of investment professionals and encourages a diverse workforce that promotes an environment that supports MSRPS cultural values. Oversees strategic relationship management functions with fund administrators and custodians, investment and finance industry forums, and pension industry forums.
  • Execute on Investment Division and enterprise level initiatives and priorities. Represent the Investment Division on cross-enterprise leadership groups, project teams, and working groups which align with meeting enterprise strategic business planning objectives.
  • Work closely with the System’s Board, Executive Office, and stakeholders as and when needed. Create and present complex investment positions to the Board of Trustees, Investment Committee and other bodies. Represent the Investment Division, the CIO, or MSRA at external forums, conferences, stakeholder groups, or federal/state legislative bodies.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.
Experience: Eight years experience operating in a fiduciary, board-governed environment, eight years experience overseeing or reviewing a large, diversified investment portfolio or investment program, Eight  years of broad and extensive management experience at a major financial institution, asset owner, investment firm, or governmental agency, including supervisory experience over professional staff.

DESIRED OR PREFERRED QUALIFICATIONS

  • Senior leadership experience at a public pension fund, sovereign wealth fund, endowment, or large institutional allocator.
  • Experience with emerging manager programs, DEI, ESG integration, corporate governance, proxy voting, or investment compliance.
  • Demonstrated credibility working with boards, regulators, and senior stakeholders.
  • Deep understanding of rules, laws, and regulations governing US public pension funds.
  • Strong judgment, integrity, and ability to manage complex, high-visibility issues.
