The Human Resources Division (HRD) Director for the Maryland Department of State Police (MDSP) oversees a comprehensive personnel program for over 2,500 sworn and civilian employees. The position is classified within the professional HR Director series of the State Personnel Management System (SPMS).

Main Purpose of Job
The Director of the Human Resources Division for the Department of State police serves as the primary 'Appointing Authority' and is responsible for administering all human resources functions across multiple agencies, overseeing more than 2,500 sworn, civilian, and contractual positions, including personnel for the Office of the State Fire Marshal, the Vehicle Theft Prevention Council, and the Volunteers in Police Support (VIPS) program.
The position's extensive responsibilities cover the full spectrum of HR management, including sworn and civilian employment processes, classification, compensation, salary administration, discipline, grievance matters, collective bargaining, and employer/employee relations. The Director also manages employee welfare programs, including performance evaluations, health benefits and medical services administration, retirement issues, workers' compensation, risk management, and training coordination, ensuring compliance with key legislation such as the Americans with Disabilities Act (ADA) and the Fair Labor Standards Act (FLSA). Furthermore, this role oversees information technology processes within the Division and serves as the Department's official custodian of records.
This position is also responsible for proactive and strategic management of the Department's human capital needs, ensuring that the Department has the workforce it needs to meet its mission and maintain operational readiness over time. This includes leading long-term human capital strategic planning as well as using robust data analysis to inform the full range of HR functions, from developing recruitment strategies to succession planning to decisions on how to ensure resource allocation aligns with organizational goals.
POSITION DUTIES
In the area of Division Leadership and Management, the Director is responsible for directing all functions of the Human Resources Division, including planning, developing, and implementing the organizational and structural needs of the Division. This includes establishing appropriate work practices and priorities, and evaluating the performance of HR Division personnel.
Regarding Recruitment and Personnel Administration, the role involves administering all elements of recruitment and selection for sworn, civilian, and contractual positions. Responsibilities include overseeing Employment Services, Personnel Administration, position/PIN management, new employee orientation, classification, compensation, salary administration, and collective bargaining.
For Compliance and Advisory duties, the director analyzes and interprets legislation, court decisions, and settlement agreements to provide professional guidance to command staff and supervisory personnel. They advise on complex matters including FMLA, FLSA, ADA, employment law, progressive discipline, workers' compensation, risk management, and highly sensitive personnel issues, while ensuring legal sufficiency and EEO compliance on personnel transactions. The Director must also work to develop and enforce policies that comply with state personnel and management regulations.
Within Employee Programs and Welfare, the Director oversees Medical Services administration, the Performance Evaluation Process, and all retirement processes. They provide Management oversight for military issues, timekeeping, lost time coordination, and administrative or accident leave processes, including the Leave Bank.
In terms of Risk Mitigation and Specialized Programs, the position provides management oversight for the random drug testing program for sworn and select civilian classifications. The Director also evaluates the Crisis Intervention Program and psychological services contracts, and manages the Department's Volunteer in Police Support, Chaplain, and Internship programs.
As a Government and Legislative Liaison, the Director interacts with the Department of Budget and Management, the Governor's Office, and federal or State personnel regarding human resources issues.
For Records and Communications, the Director serves as the Department's custodian of records. They review, edit, and finalize all Human Resources Division correspondence on behalf of senior command staff, the Superintendent, and the Governor's Office to ensure uniformity and professional presentation.
Workforce Analysis and Strategic Forecasting: Conducts comprehensive analysis of workforce data, including staff levels, vacancy trends, turnover rates, and demographic metrics to identify current projected personnel needs.
Departmental Human Capital Planning and Reform of HR Systems and Policy: Leads long-term strategic planning initiatives for the Human Resources Division by assessing organizational structure, evaluating program effectiveness, and recommending improvements to enhance efficiency and service delivery.
The Director provides management oversight of the Department of State Police "Appointing Authority" functions and is responsible for approving all final personnel actions.
Other duties as assigned by the Assistant Bureau Chief and Bureau Chief.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university in Human Resources, Business Management, Public Administration, Organizational Leadership, or related field.
Experience:
1. Minimum of eight (8) years of progressively responsible professional human resource experience.
2. A minimum of three (3) years serving in a Director-level role is required.
3. Experience must include responsibility in at least three functional HR areas such as recruitment and selection, classification and compensation, employee relations, labor relations, performance management, or HR policy development. At least three (3) years of this experience must have been at a supervisory or managerial level overseeing HR staff, programs, or specialized HR units.
Note: In addition to eight (8) years of experience, candidates may substitute additional experience in human resource functions, three (3) of which must be at an 'Administrator Level', on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. A Master's degree in Public Administration, Business Administration, Human Resources, Organizational Development, or related field.
2. Experience managing human resources operations within public or private sector organizations.
3. Experience managing human resources operations within a law enforcement, public safety, military or large government organization.
4. Experience supporting shift-work employees, sworn personnel, public safety agencies, or similarly structured operational environments.
5. Professional Human Resources certification such as SHRM-SCP, SHRM-CP, SPHR, or PHR.
6. Experience developing recruitment, retention, succession planning, and workforce planning strategies.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties
which require the operation of a motor vehicle. Employees assigned such duties
will be required to possess a motor vehicle operator's license valid in the
State of Maryland.
SPECIAL REQUIREMENTS
Candidates will be subject to a complete criminal
background investigation to include a polygraph examination before appointment
can be made. A criminal conviction may be grounds for rejection of the
candidate by the hiring agency.
Employee must obtain certification in State Personnel Management System policies and procedures and the Statewide Personnel System (SPS) functionality from the Department of Budget and Management (DBM) within 6 months of appointment to the position.
Continuous recertification is required every six months thereafter to maintain eligibility and demonstrate current knowledge of state HR programs.
SELECTION PROCESS
The selection process for this recruitment will involve a
