The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is a Management Services position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

This position serves as the Deputy CHRO who is responsible for the direct oversight of Human Resources Directors responsible for recruitment, talent acquisition management, background investigations, and HR operational support functions in a 24/7 public safety and corrections environment.

The Deputy CHRO executes workforce priorities established by the CHRO and ensures consistent, compliant, and timely delivery of HR services across DPSCS institutions, community supervision operations, and headquarters units statewide.


This position serves as the acting authority in the absence of the CHRO and must demonstrate executive presence, sound judgment, and the ability to maintain trusted stakeholder relationships with executive leadership, appointing authorities, and institutional leadership. Additional key responsibilities include:

Executive Management of HR Directors

  • Directly supervise and performance-manage Human Resources Directors leading recruitment, talent acquisition, background investigations, and HR operational support units.
  • Establish execution priorities, service expectations, and operational performance standards.
  • Hold Directors accountable for workforce service delivery, compliance, and operational outcomes.
  • Identify and escalate systemic risks or compliance concerns to the CHRO.

Recruitment, Talent Acquisition & Background Investigation Oversight
  • Oversee Director-led recruitment and hiring operations for correctional, public safety, and non-mandated positions.
  • Ensure background investigation processes adhere to statutory, regulatory, and departmental requirements.
  • Monitor execution metrics including time-to-hire, backlog, throughput, and completion rates.
  • Coordinate with appointing authorities and operational partners to meet staffing demands.
  • Review and validate workforce execution reports prior to submission to the CHRO.


HR Operational Execution & Performance Cycle Oversight

  • Oversee Director-led HR operational support functions including leave administration, benefits administration, onboarding, employment verification, and performance cycle execution.
  • Ensure service quality, responsiveness, and compliance across operational HR units.
  • Address delivery gaps and implement corrective action where necessary.


Leadership Coordination & Reporting

  • Lead Director-level operational reviews.
  • Consolidate workforce execution reporting.
  • Provide executive-level updates, performance insights, and risk indicators to the CHRO.
  • Support operational continuous improvement initiatives.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university. 

 

Experience: Ten (10) years of progressive, professional HR experience to include at least five (5) years of HR supervisory or managerial experience involving recruitment, talent acquisition, and background investigation operations. At least three (3) years of supervisory experience must include HR responsibilities within a law enforcement, public safety, corrections, criminal justice, or other 24/7 safety-critical government environment.

 

Notes: 

 

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education. 

 

2. Candidates may substitute the possession of a master's degree from an accredited college or university in the fields of Business Administration, HR/personnel administration, human resources management, or industrial/organizational psychology for 2 years of experience.

 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference may be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.


  • Previous experience working within a state or large public-sector (at least 1,000 employee) human resources environment.
  • Previous HR experience in a 24/7 operational environment with unionized and mission-critical workforces.
  • Experience leading HR operational delivery in a large, complex, and regulated organization.
  • Experience serving in an acting executive capacity or reporting directly to a CHRO or agency head.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)

· Annual Leave - ten (10) days of accumulated annual leave per year

· Sick Leave - fifteen (15) days of accumulated sick leave per year 

· Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child 

· Holidays - State employees also celebrate at least twelve (12) holidays per year

· Pension - State employees earn credit towards a retirement pension
