Introduction

The Contract Management Division (CMD) was established in late 2019 and is the newest division to the Division of Finance and Administration under the Department of Budget and Management (DBM). The CMD is a high quality, diverse multi-disciplined team of contract, procurement, fiscal and administrative professionals with an adept knowledge of the Contract Lifecycle Management (CLM) process. 

 This is a Management Service Position 

This recruitment is for a position in the Department of Budget and Management's (DBM) Contract Management Division.

Main Purpose of Job

The incumbent is responsible for performing as an expert professional for the Division’s most technical and complex contracts.  The incumbent performs contract management and administration duties by applying the Contract Lifecycle Management (CLM) model for assigned contracts. The incumbent functions as a technical and subject matter expert as it relates to interpretation and application of contract management and administration principles, applicable laws, regulations, policies, and procedures for contract related activities.

The incumbent will manage assigned contracts through contract lifecycle stages such as planning, organizing, executing contract development, negotiation, performance management, terms and conditions, vendor management, change management, and close-out management; and other contract management and administration related activities.  Participates in the development and authoring of contract terms and conditions for multiple solicitation types, analyzes bids and proposals, and votes for vendor awards during the pre-award phase; and authors or revises other procurement-related announcements or documents. 

Prepares, conducts and examines performance guarantees and quality assurance reviews, and makes recommendations for liquidated damages assessments; processes invoices, ensures proper and timely vendor payments, and assists with the implementation of fiscal controls; manages Division’s Key Performance Indicators (KPIs) for assigned contracts and participates in auditing of assigned contracts.

MINIMUM QUALIFICATIONS

Experience: Five years of professional experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating, awarding, and administering contracts and ensuring compliance with governmental procurement laws, regulations, and conditions.

Notes:

1. Candidates may substitute the completion of 30 credit hours from an accredited college or university, on a year-for year basis, for up to three years of the required experience.

2. Candidates may substitute certification as a Certified Professional Contracts Manager from the National Contract Management Association for four years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications: 

Intermediate experience with Microsoft Excel

Intermediate level Experience with Microsoft Word

Experience with Smartsheet operations

Experience in project management

The desired candidate must have excellent oral and written communication skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
