Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Engineering and Construction. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
To prepare detailed CADD drawings/Design from field data collected from
hydrographic/topographic surveys, as well as civil engineer drawings for site designs. The
job requires a high level of math and technical design skills. The position includes interfacing
with architects, professional engineers, regulatory agencies, contractors, other state agencies,
and the individual Units of DNR. This position relates directly to the mission of the agency
by providing facilities in which the public can “enjoy our treasured Chesapeake Bay, our
diverse landscapes and our living and natural resources” and to provide a safe, efficient
physical work environment for DNR employees. These duties have magnified do to the
growing demands from all the forementioned departments and agencies.
MINIMUM QUALIFICATIONS
Experience: Seven years of experience, three years of experience as a design and project manager Engineer, Architect, or Surveyor for agency capital and operating construction, maintenance and system services projects and an additional four years of experience as an Engineer, Architect, or Surveyor in the building construction field involving the design, construction or repair of building structures or system services.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree in engineering or architecture and three years of experience as a design and project manager Engineer or Architect for agency capital and operating construction, maintenance and system services projects for the required experience.
2. Candidates may substitute the possession of a Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
Applicants not using a substitution to meet the minimum qualifications, must have four years of experience creating civil engineering drawings for site design, with duties such as reducing field notes, creating AutoCAD drawings, permit processing. (*Job duties must be clearly described in your application to receive credit.)
DESIRED OR PREFERRED QUALIFICATIONS
- Candidates should have a broad knowledge of all types of construction. This knowledge should include, but not limited to building construction, code compliance, inspection repairs, cost estimating, utility construction and repairs and site construction and repairs.
- Candidate should have good organizational skills to prioritize multiple projects, organize multiple tasks and maintain multiple project files.
- Candidates should have good communication skills to convey written and verbal directions and communication to contractors, inspectors, facility managers and other interested individuals.
- Candidates must be able to develop and prepare written specifications that are clear and concise for others to follow.
- Candidates should have experience working on a field survey crew creating the field notes that are used in the creation of the civil engineering drawings.
- Candidates should have experience in civil site engineering and processing the plans through regulatory agencies.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
