Main Purpose of Job

This position will have two roles: one as the Deputy Health Officer for the Frederick County Health Department (FCHD) and the second as a Division Director at the FCHD. As the Deputy Health Officer (DHO) the position will provide direct hands-on medical care and will serve as a physician executive responsible for both program management and physician oversight of the clinical and public health services delivered by the Frederick County Health Department (FCHD) in collaboration with the Health Officer.

The DHO will ensure that public health programs and clinical services operate in accordance with current medical standards, public health regulations, laboratory regulations, and evidence-based medical and public health practice. The DHO also serves as the designated physician backup to the Health Officer and must be capable of exercising independent medical judgment during public health emergencies, infectious disease outbreaks, radiological events, and other situations requiring physician-level public health decision making. This is essential for continuity of operations as the Health Officer and Deputy Health Officer may have alternating shifts during emergency activations and on-call coverage for the agency.

The position will support the Health Officer in setting agency direction and managing operational and programmatic functions of the department while providing direct supervision of services in two divisions. The position provides direct supervision of the Health Care Connection, Preparedness and HIV Division and provides direct clinical supervision of the Community Health Director of Nursing in carrying out the roles and responsibilities of the Communicable Disease program within the Community Health Services Division. 

The DHO will provide direct medical care to patients of the Community Health Services Division tuberculosis clinic, including medical examination, diagnosis and treatment and supervises any additional FCHD advanced practice clinicians who may be providing direct care within the tuberculosis clinic. 

This position is subject to call-back to provide disaster relief services during a Disaster/Emergency. May require nights and weekend and on-call shifts. This position is eligible for hybrid telework up to two days per week.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Degree in medicine from an accredited college or university and a license to practice medicine in the State of Maryland. In addition to the license to practice medicine in the State of Maryland, applicants MUST either possess a master's degree in public health and at least two years of experience in the field of public health OR at least five years of experience in the field of public health.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess:
  • A minimum of 2 years of experience in a supervisory role.
  • A minimum of 2 years experience in state or local governmental public health practice.
  • Experience providing clinical care to adults and children. Note: Position is responsible for providing medical care to adults and children who are patients of the tuberculosis clinic.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants for this classification must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current license must be attached to the application.
