Main Purpose of Job

The incumbent in this position will serve as the Division Chief of the Aboveground Storage Tank (AST) and Permits Division within the Oil Control Program at MDE and supports the agency’s mission to protect public health and the environment. The Division Chief supervises engineering staff responsible for reviewing oil storage facilities, petroleum AST systems, and permits to ensure compliance with engineering standards and environmental regulations. The position also oversees the drafting and issuance of water discharge permits, including NPDES permits, in accordance with COMAR regulations. Additional responsibilities include supervising staff and managing daily division operations, overseeing permit review and regulatory compliance activities, managing the division’s annual budget, ensuring compliance with the Administrative Procedures Act, and maintaining required Steel Tank Institute (STI) certifications as an AST inspector and AST system inspector. The position requires strong knowledge of environmental regulations, permitting, engineering practices, and program management.

The working conditions of this position may involve:

  • Exposure to uncomfortable or unpleasant surroundings.
  • Work may involve inspections of oil storage and oil handling facilities and AST systems located in restricted access areas and may occur outside during inclement weather.
  • Work involves exposure to hazardous conditions which may result in injury.
  • Facilities and vehicles inspected store, transfer, and transport oil including gasoline, diesel fuel and used oil.
  • Special physical demands such as lifting 50 pounds or more
  • Work requires occasional climbing of ladders and working at heights during inspections.
  • Use of protective equipment such as hard-hat, safety shoes, googles, gloves, mask, etc.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area for the required education. 

2. Candidates may substitute the possession of a Master's degree in engineering or architecture from an accredited college or university for up to one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience working with oil storage tanks or facilities
  • Experience with formal enforcement or compliance activities
  • Inspector certification related to the aboveground storage tanks (STI or API), non-destructive testing, or corrosion protection.
  • Supervised a team of technical staff

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
