Introduction

Main Purpose of Job

An Agency Project Engineer/ Architect is the lead level of work as a project manager engineer for agency capital and operating construction, maintenance, and system services projects. The incumbent will be responsible for engineering design reviews, site inspections and project management of agency operating projects, and serves as an liaison to Project Engineers/Architects in the Department of General Services for Maryland Military Department projects. Projects include construction, renovation, maintenance, and sustainment, restoration, and modernization (SRM) of armories, readiness centers, field maintenance shops, warehouses, housing, and public works structures and operations.

POSITION DUTIES

This position will provide day to day Project Management and engineering technical support services. The services to be provided include review of documents necessary to facilitate the execution of Capital and Maintenance, Repair and O&M Construction programs. This includes Army National Guard MILCON construction and Sustainment, Restoration and Modernization (SRM) projects. Construction Project management and oversight support services are also to be provided to include attending project design review, pre-bid, construction progress, and post construction meetings.

This position will provide engineering technical support to prepare preliminary investigation, plans, specifications, cost estimating, and engineering scope of work development for assigned projects.

Additional position duties include but are limited to:

 · Review designs, plans, specifications, contract documents, feasibility studies, and cost analysis of projects for the agency.
 · Attend project design review, pre-bid, construction progress, and post construction meetings.
 · Process construction submittals and other contract documentation.
 · Review contractor invoices, forward invoices to contract administrator, and maintain invoice amounts in project spreadsheets.

Employees in this classification may provide guidance and direction to engineering or architectural consultants but do not supervise other engineers or architects. Employees may be required to work evenings and weekends in order to attend public meetings and hearings.

Employees may be subject to call-in for emergency situations, such as problems at a construction site. The work may require travelling throughout the State to construction sites where conditions may be noisy, dirty and uncomfortable. Employees may also be required to climb ladders and wear safety equipment as well as work in confined spaces, heights and under buildings.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of experience as a design and project manager Engineer, Architect, or Surveyor for agency capital and operating construction, maintenance and system services projects and an additional four years of experience as an Engineer, Architect, or Surveyor in the building construction field involving the design, construction or repair of building structures or system services.

Notes: 

1. Candidates may substitute the possession of a Bachelor's degree in engineering or architecture and two years of experience as a design and project manager Engineer or Architect for agency capital and operating construction, maintenance and system services projects for the required experience. 

2. Candidates may substitute the possession of a Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required experience. 

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for- year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

* Working knowledge of standard design and construction methods and procedures.
* Working knowledge of Federal, State, and Local building codes.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland with less than 5 points to operate a state vehicle.

SPECIAL REQUIREMENTS

Common Access Card (CAC) required. This position will require the ability to pass a Federal background check in addition to a State background to access facilities and computer systems by being issued a CAC card. The ability to obtain and maintain this access to the facility and CAC card is a condition of employment for this position.
