LOCATION OF POSITION
Main Purpose of Job
The Grants Manager position within the Office of
Fiscal Service manages the Grants Accounting Division, overseeing day-to-day
responsibilities in grants and loan accounting, fund accounting, cost
accounting, and financial reporting. The position is responsible for examining,
analyzing, and interpreting accounting systems and reports to ensure compliance
with the State’s and the Department’s fiscal policies and procedures.
Additionally, the Grants Manager supervises two accounting professionals.
POSITION DUTIES
System and Federal Fund Accounting
Perform
advanced system and federal fund cost accounting to prepare financial records
and reports for management and federal agencies.
Capital
Projects Monitoring
Oversee the
Capital Projects Bond Accounting systems at month-end to ensure correct posting
to support schedules, the Bond Status Report, and the Relational Statewide
Accounting and Reporting System (R*STARS).
System
Structure Analysis
Manage agency organization within systems accounting by establishing
structures in R*STARS to ensure program cost account elements (PCAs), grants,
and vendors are structurally accurate.
Reimbursable
Funds Management
Monitor
and review Reimbursable Funds Cost Accounting systems for both expenditures and
revenues, ensuring accurate inclusion in R*STARS and all support schedules.
Federal
Reporting and Approval
Review
and approve financial status, cash flow, and indirect cost reports for federal
officials regarding the distribution of federal funds.
MINIMUM QUALIFICATIONS
Applicants must satisfy the minimum qualifications to be considered for this position and move forward in the hiring process. Please read all requirements before applying.
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Five years of experience examining, analyzing
and interpreting accounting systems, records and reports by applying generally
accepted accounting principles to include three years performing advanced
duties in the areas of cost accounting, systems accounting, federal fund
accounting, or bond and loan accounting.
Notes:
1. Candidates may substitute a Bachelor’s degree from an
accredited college or university with thirty credit hours in Accounting and
related courses, including or supplemented by three credit hours in auditing,
for the required education.
2. Applicants who have met the requirements for admission
to the CPA examination prior to July 1, 1974 will be considered to have met the
educational requirement referenced above.
3. Possession of a certificate as a Certified Public
Accountant or Master's degree in accounting from an accredited college or
university may be substituted for one year of the required general accounting
experience.
4. Applicants may substitute one year of professional
auditing experience for one year of the required general experience.
5. Candidates may substitute U.S. Armed Forces
military service experience as a commissioned officer in the Accounting Officer
classification or Financial Management specialty codes in the Accounting field
of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
- Two years of experience directly supervising accountants, budget specialists, and fiscal employees.
- Proficient entering and reconciling financial data, reviewing statements, and generating reports using RSTARS.
- Possess exceptional experience managing and summarizing complex spreadsheets using MS Excel.
- Experience interpreting and applying municipal, state, and federal government accounting guidelines and compliance rules.
