Main Purpose of Job

This Accountant Supervisor II position is responsible for the management of processes and supervision of staff assigned to the Employer Reported Maintenance and Collection Sections of the Data Control Unit. These Sections are responsible for collecting, validating, reconciling, and updating pension data reported by the employer payroll reporting centers to the Agency’s Active Master File. The position is responsible for ensuring that the data is collected, validated, reconciled, and updated on a timely basis in accordance with established schedules and that the data is accurate. The position analyzes data to identify errors and develops plans and solutions to correct these errors. The Accountant Supervisor II is responsible for communicating, verbally and in writing, with internal and external contacts on all matters associated with the timely and accurate processing of reported pension data. The continuous and routine processing of employer reported pension data, the Accountant Supervisor II plays a major role in the Agency’s fiscal year end close processes, particularly in ensuring that data is complete and that contributions, adjustments, and balances are accurate, thereby ensuring the accuracy of the workbook interest and service computations at fiscal year-end.

POSITION DUTIES

This position duties include but are not limited to:
  • Plans and organizes the available resources to meet the goals of the Employer Reported Maintenance and Collection Section. Planning and organizing involves using available resources to efficiently meet workload requirements, effectively distributing and monitoring work to ensure successful completion, developing strategies and establishing deadlines to make sure goals are accomplished on schedule, and demonstrating strong problem-solving skills to ensure smooth operations. Specific goals of the Employer Reported Maintenance and Collection Sections that will be met through the effective use of resources, planning, and organization, include:
    • Collection of electronic payroll data submitted by over 100 payroll reporting centers
    • Communicating payroll discrepancies to employers
    • Identifying and analyzing the nature of validation discrepancies/errors and deficiency payments
    • Reconciling each update of the Active Master File
    • Reconciling the Active Master File with the Agency’s General Accounting Unit’s General Ledger account for the ASF
    • Reconciling data adjustment validations to manual adjustment submissions
    • Timely submission of production jobs to update the Active Master File
    • Specific duties that will need to be accomplished include, but are not limited to:
      • Monitoring the tracking systems established to ensure timely receipt of payroll data, accurate validation of the data, reconciliation and proper updating of the Active Master File
      • Monitoring the tracking systems established to ensure agency/PGU discrepancies are communicated to the agency/PGU and ultimately resolved accurately and timely, via re-submission of data, manual adjustments or adjustments of future cash remittances
      • Monitoring of validation discrepancies to ensure that the errors are corrected and updated timely
      • Monitoring of the C-set to ensure all deficiency payments are properly recorded as adjustments and that deficiencies are properly reduced
      • Monitoring of the reconciliation of the Active Master File updates to the validation input totals and payroll cash; tracking, reconciling and re-submitting transactions that did not update to the Active Master File; tracking and reconciling payroll cash not used in the payroll update to the Active Master File
      • Review and approve the monthly reconciliation of the Active Master File to the General Ledger account for the Annuity Savings Fun
      • Monitoring of the tracking systems to ensure data adjustment validations are processed timely and that the total validations (count) agree with the manual totals (count) submitted by Benefits Processing and Data Control Units
      • Monitoring of the production schedules to ensure that nightly, weekly, and annual data processing production jobs are submitted to update the Active Master File
  • Supervise staff assigned to the Employer Reported Maintenance and Collection Sections. Supervision involves being knowledgeable about the activities and behaviors of staff, establishing regular processes to measure performance, being available to staff, and consistently guiding, encouraging, and coaching staff as appropriate. Supervision also involves exercising control over staff performance evaluations, staff’s use of leave and attendance, and staff’s behavior within established policies and procedures.
  • Develops and maintains written procedures for the Employer Reported Maintenance and Collection Sections. The development and maintenance of procedures involves constant reviews of existing procedures to ensure they are in compliance with all applicable federal and state laws, Agency policies, and other authoritative sources, development of new procedures as required, and communication of procedures to staff.
  • Communicates effectively with internal and external customers. Communication involves acting as an effective link between staff and management to communicate information and decisions, motivating employees through effective feedback, presenting facts, ideas, and concepts in a clear manner, using appropriate style and format in communications, and listening well and responding appropriately to communications.
  • Interprets and develops expert level understanding of Pension Law and regulations as they relate to the Employer Reported Maintenance and Collection Sections. Serves as the Agency’s “subject matter expert” on issues related to the Employer Reported Maintenance and Collection Sections
  • Special projects and other duties assigned to assist the Data Control Unit in the meeting of its goals and deadlines.
  • Participates in the recruitment, interviewing and hiring of new staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will possess the following qualifications:
  • Advanced level of experience working with Microsoft Office software, specifically Excel, Word, and Outlook.
  • Two years of experience performing complex reconciliations.
  • Two years of experience examining, analyzing, and interpreting membership data.
  • One year of experience supervising staff.
  • One year of experience working independently, while managing deadlines and multiple priorities.
  • Experience working with customers, providing both verbal and written customer communication.
