Introduction

Maryland’s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We’re in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department. We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government.

The Financial Services Directorate is responsible for establishing and maintaining an efficient financial system, including internal controls and financial procedures, for the FAMLI Division. The Financial Services Directorate safeguards FAMLI funds and other assets, manages FAMLI contributions and benefit payouts, develops financial reports, prepares budgets and projections, and supports internal and external financial audits. 

This Accountant Advanced will assist the General Accounting Manager and Supervisor in coordinating and implementing the operations of the General Accounting team in the FAMLI Division. This position ensures that the FAMLI Division keeps up-to-date and accurate financial records. In addition to overseeing the daily accounting operations, this role will prepare and/or assist in preparing various monitoring schedules, analyses, and reports. This position will prepare and/or assist in preparing reconciliations along with accounting records. This role will also assist with the month-end, fiscal year close-out, and other special projects as assigned.

Main Purpose of Job

The primary purpose of the General Accounting Accountant Advanced position is to assist with the coordination and implementation of financial management operations for the General Accounting team within the Family and Medical Leave Insurance (FAMLI) Division. This position ensures that the FAMLI Division maintains accurate and up-to-date financial records.
 
In addition to overseeing daily accounting operations, this role will prepare and/or assist with the preparation of various monitoring schedules, analyses, and reports. The position will also prepare and/or assist with reconciliations and the maintenance of accounting records. Additionally, this role will assist with month-end and fiscal year-end close-out activities, as well as other special projects assigned.

POSITION DUTIES

Duties of this position include but are not limited to:
  • Implements and enforces standard procedures for the General Accounting team. Maintains effective internal controls to ensure the accuracy and reliability of FAMLI fiscal records. 
  • Maintains accounting records and financial statements in compliance with GAAP and in alignment with FAMLI objectives. 
  • Works with all members of the General Accounting team to ensure daily, monthly, quarterly & annual postings are being completed. 
  • Maintains & executes tasks for the monthly and year-end close-out; responsibilities include accruals, journal entries, GAAP schedules, assigned reconciliations and reports. 
  • Assists with bank accounts. Assists in resolving transaction issues. Ensures sufficient funds for daily benefit payouts and daily operations. 
  • Assists with the preparation of the annual budget. Assists in tracking budget, expenditure, and procurements for the Division. 
  • As requested, prepares financial analyses and reports to support FAMLI’s financial management decisions. 
  • As requested, assists with financial audits and other special projects.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

  • One year of experience performing accounts receivable accounting, including account reconciliations, billing, payment transactions, refunds, or overpayments. 
  • One year of experience preparing financial reports, account analyses, journal entries, or supporting schedules. 
  • One year of experience performing month-end, quarter-end, or year-end financial close activities. 
  • One year of experience reviewing or implementing internal controls or supporting financial audits. 
  • One year of experience using computerized accounting or financial systems and Microsoft Excel.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
