Introduction

Maryland’s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.6 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We’re in the early stages of building something as big and as far reaching as unemployment insurance or a new health department. We know that delivering services primarily through a website, over the Internet, is a new way of doing business in government. The Financial Services Directorate is responsible for establishing and maintaining an efficient financial system, including internal controls and financial procedures, for the FAMLI Division. The Financial Services Directorate safeguards FAMLI funds and other assets, manages FAMLI contributions and benefit payouts, develops financial reports, prepares budgets and projections, and supports internal and external financial audits. The Accounts Receivable Accountant Advanced performs advanced accounting and financial analysis in support of FAMLI’s Accounts Receivable operations. The position reviews and reconciles employer contribution accounts, billings, deposits, refunds, overpayments, interest, and penalties; investigates complex accounting discrepancies; prepares financial reports and journal entries; and supports financial close and audit activities. The position also assists with financial system testing, reporting enhancements, and internal controls and provides technical accounting recommendations to management.

Main Purpose of Job

The main purpose of this position is to perform advanced accounting and financial analysis functions in support of the Maryland Family and Medical Leave Insurance (FAMLI) Program's Accounts Receivable operations. This position reviews and reconciles employer contribution accounts, billings, deposits, refunds, overpayments, interest, and penalties; prepares financial reports; supports audits; and ensures compliance with State accounting policies and FAMLI regulations. The position provides technical accounting support and recommendations to management regarding financial operations, reporting, and internal controls.

POSITION DUTIES

Duties of this position include but are not limited to:
 
●Perform advanced accounting analysis and reconciliation of employer contribution accounts, accounts receivable balances, deposits, refunds, overpayments, interest, penalties, and collection activities. 
●Reviews, analyzes, and reconciles accounting transactions between FAMLI operational systems, NetSuite, banking records, and State financial systems. 
●Investigates complex accounting discrepancies and recommends corrective actions. 
●Prepares adjusting journal entries and supporting documentation for management review and approval. 
●Performs month-end, quarter-end, and year-end accounting reconciliations and financial close activities. 
●Develops financial reports, account analyses, and supporting schedules for management, auditors and external stakeholders. 
●Reviews contribution, billing, collections, refund, and overpayment processes for compliance with FAMLI regulations and State accounting policies. 
●Assists with implementation, testing, validation, and enhancement of financial systems, reports, and internal controls. 
●Provides technical accounting guidance and recommendations to management regarding complex accounting matters. 
●Assists with internal and external financial audits. 
●Coordinates with Financial Services, Employer Services, and Financial Digital Services, regarding accounting and financial operations. 
●Other related duties, as necessary

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

●One year of experience performing accounts receivable accounting, including account reconciliations, billing, payment transactions, refunds, or overpayments. 

● One year of experience preparing financial reports, account analyses, journal entries, or supporting schedules. 

● One year of experience performing month-end, quarter-end, or year-end financial close activities.
 
● One year of experience reviewing or implementing internal controls or supporting financial audits. 

● One year of experience using computerized accounting or financial systems and Microsoft Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the MD Department of Labor’s Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
