Introduction
The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

POSITION DUTIES
The main purpose of this position is to provide accounting and financial assistance over the day-to-day accounting operations of the Maryland State Lottery. This position is responsible for assisting in the planning of the accounting activities including recording and verifying accuracy of general ledger journal entries, ensuring the timeliness and accuracy of tax payment, and preparing various reconciliations.
General ledger responsibilities include the preparation of certain daily, weekly and monthly journal entries.
Daily journal entries
Preparation of the online and instant sales, commission expense, cashing fee, prizes paid and accounts receivable entries. On an annual basis gross sale exceeds $2.7 billion.
Preparation of the daily online and instant prize expense, prize liability and unclaimed prize fund entry. On an annual basis prize expense exceeds $795 million.
Weekly journal entries
Preparation of the instant return tickets entry on a game by game basis. This entry allows for an accurate recordation of instant sales, commission expense, prize expense, and accounts receivable.
Monthly journal entries
Preparation of the negative balance entry. This entry re-establishes the accounts receivable, recognizes working fund disbursements and adjusts liability for the transactions processed by the Lottery’s Customer Resource Centers.
Preparation of the working fund timing difference entry which allows for the proper cut-off of monthly transactions. The timing difference entry adjusts account balances for the partial week leading up to the end of the month.
Preparation of the cash disbursement and receipt transactions involving the State Treasurer’s accounts (i.e. Cash 45 and Cash 01).
MINIMUM QUALIFICATIONS
Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required experience. 5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1. Two years of experience utilizing accounting software to prepare, analyze and interpret accounting records.
2. Experience identifying and correcting non-conforming entries made to internal accounting systems.
3. Skill in managing work time efficiently and effectively under deadlines.
