Main Purpose of Job

This is a senior management position that serves as the Deputy Chief Financial Officer for Financial Services (DCFO-FS) within the Office of Budget and Finance (OBF) for the Department of Human Services (DHS). Working in tandem with the Deputy Chief Financial Officer for Budget (DCFO-B), this position assists the Chief Financial Officer (CFO) with the management of an annual budget of over $4.0 billion, a payroll of approximately 7,000 positions, eight State administrations, and 24 decentralized autonomous Local Departments of Social Services (LDSS).

POSITION DUTIES

  • Assists with the planning, directing, and administration of DHS's fiscal operations. 
  • Directly supervises the Director of Accounting Operations and potential audit staff, and through the director, manages accounting activities and operations, staff hiring and development, evaluates effectiveness, and developments enhancements to customer and vendors.
  • With supervision of the AO unit, the DCFO-FS is responsible for all accounting operations, including timely payment of all vendor invoices, appropriate distribution of funds to LDSS and customers receiving benefits, accurate reconciliation and end-of-year budget closeout, and payroll functions.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university.

Experience: Seven years of experience in budgeting, accounting, and financial management. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Possession of a Master’s Degree from an accredited college or university in Accounting, finance, business administration, economics, or similar relevant major.
  • Possession of an active Certified Public Accountant (CPA) license or certification.
  • Five years of experience with both Maryland Financial Management Information System (FMIS) modules(ADPICS and R*STARS).

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least thirteen (13) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
  • Positions may be eligible for telework.
