The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES
The main purpose of this position is to reconcile
agency timekeeping and payroll systems and develop automated spreadsheets, ledgers
and reports or identifying trends and analysis of employee salaries, wages,
overtime, shift differential and leave. This employee supervises Fiscal
Accounts Technicians and related support staff in the initiation, examination,
verification, and maintenance of timekeeping and payroll data for assigned
units or facilities in order to produce an accurate payroll on a biweekly basis
for Regular and Contractual Employees. This position uses complex automated
timekeeping systems to assist in the management and reconciliation of payroll.
This position provides technical guidance to custody and operational staff on
pertinent time entry procedures and consults with Human Resource Professionals
and Program Managers concerning leave and earnings policies.
A. Timekeeper Supervisor Duties
1. Supervises and performs time entry functions
into WORKDAY, the State of Maryland’s official timekeeping system for Regular
and Contractual Employee payroll.\
2. Verifies Data from an automated time entry
system (Time Clock
Plus) pertaining to payroll hours worked per day,
leave used, shift differential earned, leave without pay, accident pay, and
holidays used, for Regular and Contractual Employees.
- Meets with fiscal timekeepers, custody timekeepers and managers to discuss and resolve any discrepancies
- Performs adjustments to time entries in the WORKDAY timesheet, provides justification in the comment field and /or Work tag as appropriate; completes and signs the SPS Adjustment form submitted by the employee, and forwards the form to the Timekeeper Supervisor for review and distribution.
3. Examines and reviews time entry by Employees
and Supervisors’ approval prior to Mass Submit and Mass Advance to the
Department of Budget and Management.
- Notifies Managers of No time entered and No time submitted by employees, and timesheets not approved by managers.
- Reviews for missing time or leave, accounting for 80 regular hours, based on reports and documentation from DPSCS Human Resources Services Division (HRSD).
4. Receives and maintains the TCP Biweekly
payroll report of hours worked and leave used for the assigned unit/facility.
Ensures that the document is signed by employees and supervisors and
discrepancies are researched, resolved through a WORKDAY adjustment or input, and
documented on a SPS Adjustment form
5. Enters leave adjustments into WORKDAY as
guided and documented by HRSD to include donated leave transactions,
Injured Worker’s Insurance Fund (IWIF) settlement
transactions, etc.
6. Maintains documentation for timekeeping
adjustments processed.
B. Payroll – Supervises Fiscal Accounts
Technicians by:
1. Investigates and responds to employee and/or manager inquiries regarding payroll.
- View time for an employee
- View leaves and time-offs for an employee
- View calculated and adjusted time for an employee
- View Gross Payroll results for an employee
- View compensation changes including, Reclass and acting capacity allowance for an employee
- Run reports for Absence, Time Tracking, and Gross Payroll for their Agency
2. Prepares spreadsheets of calculations of
adjustments for submission of payroll inputs to WORKDAY that are not timesheet
adjustments.
- Request one-time payment for an employee
- Review a payroll input for an employee
3. Performs various other payroll related duties
as required such as preparing stop payment requests for lost paychecks,
providing wage verification information to employee creditors, Calculate
amounts for payroll advances from the working fund, etc.
4. Maintains documentation for all calculations
and adjustments
processed.
C. Audit
1. Reviews Payroll Summary Report before final
Mass Submit and Mass Advance as a pre-audit to ensure employees have submitted
time, and employees are not being underpaid or overpaid as evidenced by negative
gross amounts or gross amounts beyond the normal base pay plus shift and
overtime. Make final adjustments and/or contact the Timekeeper Supervisor.
2. Reviews the Payroll Summary Report after the
final Mass Submit and Mass Advance to ensure that the adjustments took effect.
Process adjustments received after the Final for them to be paid in the next
pay period. Document prior pay period adjustments as a comment in WORKDAY, a
work tag or complete a SPS adjustment form.
3. Reviews various Time Tracking and Leave
reports, to name a few :
DPSCS Less Than 80 Reports
- Hires and Terminations to check for employees that have left and ensure that payroll results are within reason.
- Workers on Leave to check for employees who have not returned from leave and inquire with HR if need to be returned.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high
school or possession of a high school equivalency certificate.
Experience: Three years of experience
reconciling agency accounting systems to fiscal control systems or developing
automated spreadsheets, ledgers and reports using accounting software packages
or identifying budget trends and recommending budget realignments.
Notes:
1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.
2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Two years of professional experience supervising and evaluating the work of subordinate staff in the finance field.
- Two years of professional experience utilizing automated systems for processing accounts payable, accounts receivable, banking receipts and disbursements, supply inventory, or fixed asset inventory.
