Main Purpose of Job

The IT Systems Senior Support Lead provides advanced technical, policy, and procedural program support for the Department of Human Services’ (DHS) most mission-critical information systems. This role serves as a vital link between the Office of Technology for Human Services (OTHS) and diverse stakeholders, including central office leadership and local agency staff across the state. The primary objective of this position is to ensure the stability, compliance, and continuous optimization of the technology platforms that facilitate the delivery of social and community service programs. The incumbent serves as a lead technical resource, directly supporting the infrastructure that thousands of Maryland’s most economically disadvantaged citizens rely on for essential benefits.

POSITION DUTIES

  • Provide guidance and training to IT Functional Analyst staff, including instructional guidance in administrative and operating policies and procedures to enhance staff skills and knowledge bases.
  • Perform data fixes and updates to resolve automated case deficiencies.
  • Monitor and manage user system access, including password resets, onboarding/offboarding, and role assignments. 
  • Review system documentation and releases to analyze existing applications for efficiency and proactive identification of functional enhancements and improvements for system stability.
  • Maintain technical knowledge by attending workshops, reviewing professional publications, and benchmarking state-of-the-art practices.

MINIMUM QUALIFICATIONS

Experience: Three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

1. Candidates may substitute the possession of an Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.

2. Candidates may substitute the possession of an Associate’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and two years and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • One year of experience working with Maryland Department of Human Services (DHS) eligibility systems, such as Eligibility and Enrollment (E&E), Electronic Payment Processing Information Control (EPPIC), or Office of Home Energy Programs (OHEP).
  • Six months of experience conducting User Acceptance Testing (UAT) and regression testing, including the development and execution of test scripts.
  • One year of experience serving as a Subject Matter Expert (SME) or lead liaison between technical vendors, contract personnel, and agency program staff to define system requirements.
  • One year of experience in a capacity, assigning and reviewing the work of  staff or providing technical training.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
