Main Purpose of Job
POSITION DUTIES
- Develop and implement monitoring plans for assigned contracts to ensure all deliverables are met according to the Scope of Work (SOW).
- Maintain the official contract file in accordance with Maryland Department of General Services (DGS) or DoIT standards and OTHS’s SOPs.
- Review and approve vendor invoices, ensuring all charges are accurate, documented, and aligned with the contract’s pricing schedule.
- Establish and track Key Performance Indicators (KPIs) and SLAs to measure vendor success.
MINIMUM QUALIFICATIONS
Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

1. Candidates may substitute the possession of an Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
2. Candidates may substitute the possession of an Associate’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

One year of experience in vendor management, including contract oversight, monitoring service level agreements, and invoice reconciliation.

One year of experience in vendor management, specifically dealing with contracts, service level agreements (SLAs), and invoice reconciliation.

One year of experience in procurement or vendor relations, in an IT setting.

One year of experience preparing and overseeing a fiscal or non-fiscal budget.

One year of experience using ADPICS or a similar financial accounting system to track accounting results for procurements.
SELECTION PROCESS
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
