Introduction
Management Service position and serves at the pleasure of
the appointing authority.

POSITION DUTIES
The selected candidate will:
• Lead and manage the Maryland Higher Education Commission
(MHEC) Information Technology (IT) unit, ensuring all systems and
infrastructure align with agency needs and state IT standards, serving as the
primary liaison with the Department of Information Technology (DoIT).
• Oversee comprehensive Information Technology project
management efforts, including the planning, execution, and monitoring of Major
Information Technology Development Projects (MITDPs) to ensure delivery on time
and within budget.
• Direct the State's Higher Education Annual Data
Collection System, managing data submission, processing, and sanitization for
50+ public and private institutions to support research and policy development.
• Serve as the Agency Security Officer, Agency Chief
Privacy Officer (ACPO), and Agency Chief Data Officer (ACDO), leading the
development and implementation of data governance, security, and compliance
policies in alignment with state and federal regulations.
• Develop and maintain the agency’s long-term Information
Technology Master Plan (ITMP), strategically aligning MHEC's IT goals with
broader state and national priorities for security and operational efficiency.
• Represent MHEC on external boards (e.g., Maryland
Longitudinal Data System Center (MLDSC), Maryland Education Enterprise
Consortium (MEEC)) and state technical forums to advance agency interests in
statewide IT planning, procurement, and data stewardship initiatives.
• Provide expert Information Technology advisory support
and act as a liaison for special projects, external contractors, and other
divisions, including the Office of Student Financial Assistance (OSFA).
MINIMUM QUALIFICATIONS
The successful candidate will be an experienced leader in
post-secondary education with excellent communication skills, budgeting, and
information technology experience. Applicants should also have experience
managing projects with deadlines, working collaboratively as part of a team and
leading interagency work groups.
Minimum Qualifications:
Education: A bachelor’s degree in Information Technology,
Computer Science, or another relevant major from an accredited institution.
Experience: Six years of experience in an information
technology profession.
SELECTIVE QUALIFICATIONS
Selective Qualification:
• Two years of experience must involve senior level
information technology planning and execution, and two years must include
direct management and supervisory experience.
Note: Master’s Degree or Ph.D. in a related field can be
substituted for a bachelor’s degree and two years of information technology
experience.
