Authority.

Main Purpose of Job
The Deputy Director provides executive leadership, strategic
governance, and operational management for the Information Technology Division
(ITD) under the general direction of the IT Director. The role translates
strategic visions into tactical execution, steering multidisciplinary teams to
deliver resilient public safety technology platforms across the agency.
Core responsibilities include oversight of network
infrastructure and network security; strategic and tactical technology
planning; budgeting; oversight of IT projects; and the development,
implementation, and maintenance of the Maryland State Police wide area network.
This includes traditional data communications systems, digital microwave
systems, and other wireless communications circuits that support agency
operations statewide. The position also assists with oversight of the Computer
Aided Dispatch (CAD) system, Records Management System (RMS), application
development, database maintenance, deployment and maintenance of personal
computers, deployment and maintenance of cellular and office telephone systems,
helpdesk operations, customer service functions, mailroom operations, and
IT-related procurements.
Crucially, the Deputy Director assists and may author comprehensive
cybersecurity policies, business continuity plans, and vendor SLAs to protect
critical state infrastructure from modern technical threats. By maintaining
these cutting-edge communications infrastructures, this position ensures
uninterrupted information sharing, optimal operational readiness, and robust
public safety initiatives for vital law enforcement functions statewide.
POSITION DUTIES
Technical Operations & Infrastructure
Leadership
• Leadership: Provide management oversight and responsibility over the
Network Section, Field Support (desktop) Section, Communications/Mailroom
Section, Application Support Section, and CAD/RMS Section.
• Subordinate Mentoring & Motivation: Actively mentor, guide, and
motivate personnel across all technical sections to foster professional growth,
encourage a high-performance culture, and ensure operational readiness.
• Subordinate Monitoring: Continuously monitor and evaluate the daily
performance and operational output of subordinates to maintain division
standards and accountability.
• Operational Readiness: Provide direct
technology support to all planned, routine, and emergency tactical operations
for the agency.
• Data Transmission Governance: Plan and coordinate all network services
providing data transmission for the agency to ensure optimal availability,
security, and integrity.
• Application Services: Direct the activities of subordinates regarding
the development and administration of all application services providing data
processing, security, and reliability.
• Architecture Documentation: Oversee and assist with the production,
delivery, and maintenance of comprehensive technical documentation related to
the network and systems.
• Section Lifecycle Management: Oversee technical project management and
financial matters for the engineering section consistent with agency policies.
• Hardware Logistics: Direct the activities of subordinates regarding
the maintenance, software configuration, and repair of all distributed systems,
including servers, switches, routers, firewalls, all desktop units, printers,
mobile systems, software configurations, and peripheral equipment.
• Telecommunications Management: Oversee the deployment, setup, and
maintenance of cellular and office telephone systems.
• Performance Diagnostics: Supervise the daily performance of computer
systems across the state and conduct advanced computer diagnostics to
investigate and resolve system conflicts.
• Identity Management: Enforce accountability for maintaining and
auditing user accounts across all supported data systems.
• Application Troubleshooting: Provide direct support for applications,
including system monitoring, troubleshooting, escalation pathways, and final
incident resolution.
Administrative Oversight, Strategy, Fiscal,
and Budgetary Planning
• Policy Compliance: Provide management oversight to ensure the
coordination and implementation of data, security, network infrastructure, and
network security services follow required State and agency policies.
• Fiscal Accountability: Manage the accountability and executive
oversight of IT-related projects, funding structures, Memorandums of
Understanding (MOUs), and related procurement items.
• Professional Alliances: Establish and maintain professional
relationships with personnel from external law enforcement and technology
organizations and groups.
• Core Application Integration: Maintain high-level oversight of primary
applications and systems, specifically including Delta, Computer-Aided Dispatch
(CAD) systems, Records Management Systems (RMS), and the Licensing Portal.
• Strategic Roadmaps: Maintain and update the annual Technology
Strategic Plan alongside near-term tactical plans for the department's IT
needs.
• Proactive Assessments: Plan, draft, and deliver comprehensive
technology budgets, operational needs assessments, IT compliance policies, and
security roadmaps.
• Executive Briefings: Provide weekly and monthly tactical and
operational updates to the Director and other executive-level staff.
• Interoperability Coordination: Coordinate closely with the
Communications Services Section regarding core infrastructure
telecommunications systems.
• Statewide Communications: Maintain traditional data communications
systems, digital microwave systems, and other wireless communications circuits
to support agency operations statewide.
Ancillary Administrative Operations
• Security & Continuity Governance: Assist with and author
comprehensive cybersecurity policies, business continuity frameworks, and
vendor service level agreements (SLAs) to safeguard critical infrastructure.
• Logistics Oversight: Assist with the division's secondary
administrative support duties, including mailroom operations and distribution
logistics.
• Executive Mandates: Perform other related duties and operational
actions as assigned by the Director or other executive-level staff.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree
from an accredited college or university in Computer Science, Computer
information Technology, Management Information Systems or another
technology-related field.
Experience: Five (5) years or more of progressive IT experience to include direct involvement in leading a team of technical staff, working with the Executive Management of an organization and managing multiple concurrent projects.
Note: Candidates without a
Bachelor's degree must possess a minimum of nine (9) years of
progressive IT experience, which must still include the required five (5) years
of leadership, executive collaboration, and project management experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who
possess the following preferred qualifications. It is important that you

Qualifications:
1.
Experience
working with government entities and law enforcement.
2. Experience managing large-scale WANs,
application development, communications, and public safety CAD/RMS platforms.
3. Proven oversight of multidisciplinary IT
sections (Network, Desktop, Applications, Communications).
4.
Experience managing IT budgets,
procurements, grant funding, and MOUs.
5. Ability to author enterprise
cybersecurity policies, business continuity frameworks, and strategic IT
roadmaps.
6. Track record of providing precise
briefings to agency Command Staff and building inter-agency alliances.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
In accordance with
Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in
this classification will be subject to an initial drug screening, a physical
examination and a complete criminal background investigation, to include a
polygraph examination, before permanent appointment can be made. A criminal
conviction may be grounds for rejection of the candidate.
SELECTION PROCESS
Only candidates who meet the
minimum qualifications will be considered for this classification. Therefore,

categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain
