Main Purpose of Job

This position assists in the management of the technical functions for the Office of Information Technology. This position assists with the development and maintenance of IT procurements and renewal of annual contracts, procure new hardware and software; manage hardware and software inventories, and IT support services. This position also provides technical support for MSDE divisions as well as conference room equipment and related systems.

POSITION DUTIES

  • Administer technology procurement process for Office of Technology: prepare procurement solicitation, confirm bid responses comply with required specifications, and recommend award of contract; verify equipment delivery and authorize payment of vendor invoice. Comply with all regulations. Manage and authorize government credit card purchases in accordance with applicable regulations.
  • Conduct software license management and personnel training: Download software from a wide range of manufacturers’ web portals and ensure all software installations are properly licensed to comply with copyright laws. Manage license issuance and revocation. Evaluate and implement software application(s) for the purpose of automating the software license process and train staff as needed.
  • Maintain and control inventory of IT assets (Accountable Officer for the Office of Technology): execute daily tasks to ensure Department IT assets are inventoried and cataloged in accordance with local and State regulations. Provide oversight and coordinate the disposal of excess IT equipment in accordance with applicable regulations for the Department. Manage requests for mobile devices and manage the mobile and landline portals. Authorize payment of monthly invoices for accounts. Reconcile invoices as necessary
  • Modernization and Implementation: In coordination with the IT partners, plan, budget, and execute modernization of the MSDE network. Implement hardware and software solutions to improve efficiency, reduce overhead, and improve the security of hardware and software assets on the MSDE network. Act as MS365 technical support.
  • Financial Management Information System Operator: Execute FMIS operations as needed in support of duties assigned. Act as FMIS security officer; add and remove accounts as required for the Department.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience. 

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.

4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

SPECIAL REQUIREMENTS
