Main Purpose of Job
POSITION DUTIES
Directs daily operations of the Maryland Children’s Health Program, planning and organizing the work of subordinate staff. Evaluates efficiency of operations, develops, revises, and recommends new policies, standards and workflow procedures. Interprets and applies polices. This involves providing overall supervision, problem solving, establishing and implementing policies and procedures for programs, and ensuring client service requests are processed accurately and completed timely. This also includes the development of staff training to ensure that staff receive and execute the guidance on relevant program-related laws, regulations, and policies. Attends State of Maryland site visits and meetings. Regularly briefs the bureau’s Deputy Director and Director regarding the program.
Responds to client inquiries by phone and in person. Resolves escalated case concerns. Responds to incoming cases in person, by phone and by referrals received via email and CAREAPP. Works collaboratively with Health Department Programs, community partners and health care providers.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program to include two years applying, interpreting and processing program specific information, policies, regulations and guidelines in a medical care program.
Notes:
1. Candidates may substitute additional general clerical experience on a year-for-year basis for the required education.
2. Candidates may substitute thirty credit hours from an accredited college or university for one year of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience with Medicaid, health insurance programs, or other public assistance eligibility programs.
- Experience with eligibility determination and enrollment processes.
- Experience managing or coordinating programs, services, or operations.
- Experience using technology, including Microsoft Office Suite and virtual meeting platforms (e.g., Microsoft Teams, Zoom, WebEx).
- Experience providing supervision, leadership, training, and guidance to staff.
