Main Purpose of Job

The primary purpose of the Director of Internal Affairs is to provide strategic leadership and oversight of the Maryland Capitol Police's internal investigative function, ensuring the fair, thorough, and impartial handling of complex and highly confidential investigations involving employee misconduct, policy violations, and other sensitive matters. This role is responsible for safeguarding MCP's integrity by promoting accountability, upholding professional standards, and ensuring compliance with applicable laws, regulations, and agency policies.

The Director of Internal Affairs establishes investigative protocols, ensures consistency and quality in investigative practices, and provides expert guidance on high-risk or high-profile cases. Additionally, the role serves as a key advisor to the Chief and Deputy Chief of Police on matters that may pose legal, operational, or reputational risk, while maintaining strict confidentiality and fostering trust among employees and stakeholders.

POSITION DUTIES

Duties include, but are not limited to:

  • Establish and enforce investigative standards, protocols, and procedures to ensure all investigations are conducted in a fair, impartial, and consistent manner, in compliance with applicable laws, regulations, and agency policies
  • Oversee internal investigations 
  • Provide strategic leadership and guidance 
  • Review and approve investigative findings 
  • Develop training and continuous improvement initiatives 
  • Special projects

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • High School diploma or G.E.D. Certificate acceptable to the Maryland State Board of Education, as described in the Police Training Commission Regulation.  
  • Five (5) years of leadership experience in Internal Affairs, with direct management of Detectives and Administrative staff.
  • Experience with the Public Accountability Board and the Administrative Charging Committee.
  • Proven ability to investigate, review, and approve cases while meeting deadlines.
  • Skilled in using IA Pro and Blue Team (CI Technologies) software. 
  • Expertise in conducting complex interviews and interrogations.
  • Strong knowledge of the HB670 Police Accountability Act.
  • Experience with Maryland Public Information Act.
  • Experience with criminal, serious misconduct, and indictment-type investigations.
  • Minimum of 10 years of law enforcement experience as a certified police officer in Maryland. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training, and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews.Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
