Main Purpose of Job
POSITION DUTIES
- Establish and enforce investigative standards, protocols, and procedures to ensure all investigations are conducted in a fair, impartial, and consistent manner, in compliance with applicable laws, regulations, and agency policies
- Oversee internal investigations
- Provide strategic leadership and guidance
- Review and approve investigative findings
- Develop training and continuous improvement initiatives
- Special projects
DESIRED OR PREFERRED QUALIFICATIONS
- High School diploma or G.E.D. Certificate acceptable to the Maryland State Board of Education, as described in the Police Training Commission Regulation.
- Five (5) years of leadership experience in Internal Affairs, with direct management of Detectives and Administrative staff.
- Experience with the Public Accountability Board and the Administrative Charging Committee.
- Proven ability to investigate, review, and approve cases while meeting deadlines.
- Skilled in using IA Pro and Blue Team (CI Technologies) software.
- Expertise in conducting complex interviews and interrogations.
- Strong knowledge of the HB670 Police Accountability Act.
- Experience with Maryland Public Information Act.
- Experience with criminal, serious misconduct, and indictment-type investigations.
- Minimum of 10 years of law enforcement experience as a certified police officer in Maryland.
