The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is a Management Services Position.

The incumbent works at the pleasure of the Appointing Authority.

Main Purpose of Job

A Correctional Security Chief is the highest of three levels of managerial work involving the custody, security and control of adult inmates confined in a correctional facility. Correctional Security Chief has complete responsibility for security at institutions with an authorized correctional staff so large as to require three Correctional Officer Majors to effectively manage that staff. Employees in this classification manage the work of correctional officers on three shifts through the supervision of Correctional Officer Majors.

POSITION DUTIES

· Supervise uniformed correctional staff as measured by a review of completed annual efficiency ratings, institutional training records and other documents verifying compliance with human resource requirements.

· Maintain the custody of inmates and the security of the institution as measured by a review of compliance audit reports, serious incident reports and other documents reflecting the overall soundness of institutional security.

· Make recommendations concerning security enhancements, expenditures as measured by a review of the budget and modifications made to meet immediate and long term security needs.

· Ensure that investigations are completed appropriately and in a timely manner.

· Review all use of force incidents and make recommendations.

· Create and ensure that emergency plans are clear, concise and current.

· Review and make recommendations concerning institutional post orders, policies and procedures.

· Manage and make recommendations to the Warden concerning staffing and overtime.

· Plan and schedule post assignments as measured by a review of post orders, staffing analysis reports, overtime reports and other documents depicting institutional staffing activities.

· Carry out the duties of the Warden/Assistant Warden in his/her absence as measured by a review of the institution's continuity in functioning during the period of absence.

MINIMUM QUALIFICATIONS

Education: High School diploma or G.E.D. corticated acceptable to the Maryland State Board of Education as described in the Correctional Training Commission Regulation.

Experience: Four years of experience supervising the work of Correctional Officer Supervisors in the custody and security of adult inmates.

Notes:

1. Additional education at an accredited college or university may be substituted at the rate of sixty credit hours for one year of the required experience provided that a minimum of 15 credit hours are in the field of criminal justice or related social sciences.

2. Employees in this classification are subject to be on call 24 hours a day and must have a telephone at their place of residence.

3. Employees appointed to this position are subject to substance abuse testing in accordance with Code of Maryland Regulation 17.04.09, Testing for illegal Use of Drugs.

4. Employees who have not already done so must meet the selection standards required and successful complete the training prescribed by the Maryland Correctional Training Commission.

SPECIAL REQUIREMENTS

The ideal candidate must be fluent in spoken and written English. The ideal candidate must effectively and respectfully communicate with diverse populations, providing services to individuals with different beliefs, behaviors, and interpersonal styles in confinement or community settings. Professional working fluency in Spanish, Mandarin, Korean, or any other language is a plus.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
