The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

The Chief of Security is a senior leadership role responsible for the overall safety, security, and operational integrity of the Youth Detention Center. This role requires a dynamic leader with a strong commitment to both security protocols and the transformative, rehabilitative mission of the facility. The Chief of Security works directly under the Facility Administrator, focusing on managing the officer population, enforcing security standards, and ensuring full compliance with the Correctional Officer Bill of Rights (COBR).

Responsibilities Include:

  • Security and Operations: Oversee, develop, and ensure the consistent implementation of all security policies, procedures, and protocols to maintain a safe and secure environment for both residents and staff.
  • Staff Management and Development: Directly manage and lead the facility's  officer population, including training, scheduling, performance evaluations, and mentorship. Ensure adequate staffing levels and compliance with all training mandates.
  • COBR Compliance: Ensure the rights and protections afforded to correctional officers under the Correctional Officer Bill of Rights (COBR) are upheld at all times, including during internal investigations and disciplinary actions. Provide training to management on COBR provisions.
  • Administrative Support: Serve as a key member of the facility's leadership team, providing critical support and advice to the Facility Administrator on all security and operational matters.
  • Transformative Mission: Champion the facility’s rehabilitative mission, fostering an environment where security practices support the goal of working effectively with juveniles to help transform their lives.
  • Emergency Response: Develop, implement, and coordinate effective emergency and crisis response plans, ensuring all security personnel are trained and prepared to respond swiftly and appropriately to incidents.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Criminal Justice, Public Administration, Social Work, or a related field. 

Experience: Four years of progressively responsible experience supervising the work of staff in a correctional, juvenile justice, or security-related setting.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following skills, knowledge, and experience. Include clear and specific information on your application regarding your qualifications.

  1. Work experience in a youth or juvenile detention setting.
  2. Certifications in relevant security, crisis intervention, or management programs.
  3. Knowledge of facility security, personnel management, and familiarity with the principles of the Correctional Officer Bill of Rights (COBR).

SPECIAL REQUIREMENTS

  • Schedule: Employees in this classification are subject to be on call 24 hours a day and must maintain a telephone at their place of residence.
  • Certification: Must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission.
  • Personal and Professional Conduct: Must have no formal disciplinary actions on record within the last three (3) years. Must demonstrate a consistent and reliable work history with no documented attendance issues. Employees are subject to substance abuse testing.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)

  • Sick Leave - fifteen (15) days of accumulated sick leave per year
