The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is a Management Services Position.

The incumbent will serve at the pleasure of the Appointing Authority.

POSITION DUTIES

This is the highest level of managerial work involving the custody, security, and control of all adult inmates confined in the BCBIC, which operates as a large-scale arrest booking and intake facility. The Chief of Security has complete and total responsibility for the overall security operations of the institution, ensuring compliance with all state and departmental regulations, and managing a large correctional staff across multiple shifts.

Responsibilities include:

Security and Custody Management
  • Maintains the custody of inmates and the security of the institution, with performance measured by compliance audit reports and serious incident reports.
  • Manages the work of all uniformed correctional staff on all shifts through the direct supervision of Correctional Officer Majors.
  • Reviews and makes recommendations concerning institutional post orders, security policies, and standard operating procedures.
  • Makes periodic inspections of the entire facility and observes the operations of various departments to ensure compliance with safety and sanitation rules/regulations.
  • Directs and coordinates the movements, housing, counts, and discipline of incarcerated individuals.
Operational and Personnel Management
  • Manages and makes recommendations to the Warden (Jail Administrator) concerning staffing levels and overtime usage.
  • Plans and schedules post assignments.
  • Supervises all uniformed correctional staff, including performance evaluations and ensuring compliance with human resource requirements.
  • Carries out the duties of the Warden/Assistant Warden (Jail Administrator/Assistant Jail Administrator) in their absence.
Emergency Response and Investigations
  • Creates and ensures that emergency plans for the facility are clear, concise, and current.
  • Reviews all use of force incidents and makes recommendations for corrective action or policy changes.
  • Ensures that investigations (e.g., Serious Incident Reports/SIRs) are completed appropriately and in a timely manner.
Strategic Planning and Compliance
  • Makes recommendations concerning security enhancements and expenditures, including budget recommendations to meet immediate and long-term security needs. 

  • Identifies protection goals, objectives, and metrics consistent with the facility and Department's strategic plan.


MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Criminal Justice, Public Administration, Social Work, or a related field. 

Experience: Four years of progressively responsible experience supervising the work of Correctional Officer Supervisors (Lieutenants and above) in the custody and security of adult inmates in a correctional or detention setting.

  • Demonstrated knowledge of public safety, security, and correctional administration and management principles.
  • Exceptional leadership, communication, persuasion, and public-speaking skills.
  • Ability to build relationships quickly, possess a quick analytical mind, and demonstrate a decisive nature.
  • Must be able to apply general rules to specific problems to produce logical answers (Deductive Reasoning).
  • Proficiency in written communication for composing policies, reports, and administrative records.

SPECIAL REQUIREMENTS

  • Employees in this classification are subject to be on call 24 hours a day and must maintain a telephone at their place of residence.
  • Employees are subject to substance abuse testing.
  • Must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
  • Annual Leave - ten (10) days of accumulated annual leave per year
  • Sick Leave - fifteen (15) days of accumulated sick leave per year
