Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds.  Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

This position offers a salary range of $104,519 - $126,308/year, with potential for advancement up to $162,800 based on qualifications, equity, and hiring guidelines.  Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $126,308/year.

The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop. 

POSITION DUTIES

The Maryland Department of Housing and Community Development (DHCD) is seeking a Chief Privacy Officer (CPO) to serve as the Department’s senior authority for privacy risk management and compliance. The CPO will lead the development and oversight of privacy policies, procedures, and practices that protect sensitive and personally identifiable information (PII) while ensuring compliance with State mandates, federal regulations, and Fair Information Practice Principles (FIPPs). This position advises Division of Information Technology (DIT) leadership on privacy strategy, directs the Department’s Privacy Program, performs privacy risk and impact assessments, and manages the development and enforcement of data sharing and data use agreements with partners and outside agencies.

The CPO ensures consistent application of privacy standards across all DHCD business units, including leading regular audits, overseeing corrective actions, and coordinating with program leadership to maintain compliance with Executive Order 01.01.2021.10 and related mandates. As a key member of the incident response team, the CPO also manages investigations, reporting, and breach notifications while ensuring prompt resolution of privacy incidents. This position requires proven expertise in policy development, compliance oversight, records management, and interagency coordination, as well as the ability to translate complex regulations into actionable strategies that safeguard individual rights while supporting the Department’s mission.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in Information Technology, Information Systems, Computer Science or related field from an accredited college and university.

Experience:  Seven years of experience in information services, data governance, including policy development, program management, and collaboration with professional staff.  Experience managing budgets, contracts, and external partnerships to support large-scale information systems or data programs. Experience leading or coordinating risk management, compliance, or security programs related to sensitive data.

Notes:

1. A Master’s degree in Information Technology, Information Systems, Computer Science or a related field from an accredited college or university may be substituted for two years of the required experience. 

2. Additional experience as described above can be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • At least ten years of leadership experience in information services or data governance, including serving in a senior management capacity overseeing enterprise-wide programs.
  • Extensive experience developing, negotiating, and enforcing data sharing or data use agreements with outside agencies, contractors, or partner organizations.
  • Experience conducting or coordinating audits, compliance reviews, or incident investigations to ensure adherence to privacy or security requirements.
  • Demonstrated ability to design and implement enterprise standards, manage organizational change, and evaluate emerging technologies.
