Work that matters.  The Maryland Department of Housing and Community Development (DHCD) is a nationally recognized leader in affordable housing Programs.  The department is committed to enhancing our Information Technology capabilities.  We are recruiting for a database administrator proficient working in a team environment or individually, and skilled in the administration of relational databases using such as SQL Management Studio, as well as VisualStudio.Net, and other programming tools. 

Qualified candidates will possess experience developing software in a team environment, individuals, or using AGILE development methodologies,  Proficiency with Microsoft, Microsoft SQL Server is required, as is the ability to use Microsoft VisualStudio.

The candidate must be familiar with database development and administration, including designing, testing, deploying and maintaining databases.  The candidate will have the ability to perform all assignments independently or in a team environment.

This position offers a salary range of $91,761 - $102,888/year, with potential for advancement up to $142,914 based on qualifications, equity, and hiring guidelines.  Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $102,888/year.

The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop. 

POSITION DUTIES

The main purpose of this position is the design, development, testing, implementation and maintenance of database and related software systems. This position requires familiarity of Housing and Community Development programs. Some of the Department’s line-of-business software use Commercial-Off-The-Shelf (COTS) software as their foundation, but other software are developed entirely from scratch. The position must recognize and treat appropriately any non-public information, including PII. The incumbent must understand and adhere with Departmental programming standards and methodologies, including State SDLC guidelines.

MINIMUM QUALIFICATIONS

Experience: Three to five years of experience, two to four years of experience performing database development and administration for multi-tiered client-server software in an organization with extensive level of program integration and reliance on technology and an additional one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two to four years of experience performing database development and administration for multi-tiered client-server software in an organization with extensive level of program integration and reliance on technology for the required experience.

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems for the additional one year of the required experience.

3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

• Experience with Microsoft SQL (Structured query language) Management Studio.
• Experience with administrating enterprise databases.
• Experience with administering COTS (commercial off the shelf) software.

LIMITATIONS ON SELECTION

Must be a current employee of Maryland Department of Housing and Community Development. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
