Housing and Building Energy Programs (HBEP): We are a fast paced, dynamic team committed to serving Maryland. Our HBEP division works within the DHCD to administer a wide range of programs using various funding sources. The programs provide energy efficiency improvements that help reduce costs to residents, increase comfort, improve health and safety in the home, support local employment, and contribute strongly towards meeting the State’s climate goals.

This position offers a salary range of $71,805.00 - $80,868.00/annually, with potential for advancement up to $113,243.00/annually based on qualifications, equity, hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $80,868.00/annually.

The Maryland Department of Housing and Community Development is located in Prince George's County and within walking distance to the New Carrollton Metro Stop, Amtrak, and MARC Train.
POSITION DUTIES
A successful candidate will be a highly skilled professional with thorough knowledge of building science, energy diagnostic and modeling methodologies, energy conservation measures, concepts and practices to assure effective retrofits in residential buildings. The type of work evaluated may include energy efficiency, electrification, and repair work for both single-family and multifamily residential buildings.
As a part of the team, you will travel throughout the State of Maryland conducting site visits to evaluate the work performed by Energy Retrofit Service Providers and ensure compliance with program guidelines.
Key job responsibilities include:
- Conduct site visits, including attic and crawlspace inspections, to monitor the installation of energy efficiency measures to ensure compliance with approved documents and installation consistent with best practices.
- Review energy audits, pricing and other required documentation for acceptability including scheduling and payment requests to ensure compliance with all funding source requirements.
- Provide training and technical assistance to network partners as it relates to energy modeling and completion of projects
The Quality Assurance Inspector helps ensure DHCD programs achieve production goals and maintains compliance with funding rules and regulations.
This employee will examine, analyze, review and approve proposed contractors, work plans and specifications, construction estimates, work scope, environmental investigations and other related analysis on projects. This position is also responsible for monitoring the progression of projects and helping resolve service provider concerns throughout the construction process.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Seven years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and three years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience using energy diagnostic equipment, including but not limited to, a blower door system, infrared imager, combustion analyzer, smoke generator, etc.
- Experience conducting independent inspections of residential building systems and energy efficiency measures to ensure installation is consistent with industry best practices
- Experience reviewing, analyzing, or producing energy modeling data or Manual J calculations in residential projects
