Introduction

The Maryland Department of Labor is currently accepting applications from qualified candidates for an Licensing and Regulation Investigator II position within the Division of  Occupational and Professional Licensing. This is a contractual position.

Main Purpose of Job

The main purpose of this job is to gather facts, and to prepare investigative reports to aid in the resolution of complaints filed with the mechanical licensing boards by consumers against licensed and unlicensed heating, ventilation, air-conditioning and refrigeration contractors (HVACR). This position will also assist in investigating electricians, plumbers, stationary engineers, elevator mechanics and locksmith. The position also requires providing testimony in administrative hearings and on occasion testimony in criminal prosecutions.

POSITION DUTIES

Duties of this position include but are not limited to:
  • Investigates complaints filed by consumers against the aforementioned licensed and unlicensed individuals, using interviewing skills and techniques, possesses a thorough knowledge of mechanical licensing practices, laws, regulations, and documents, discusses complaints, prepares a thorough written report of findings, responds to telephone inquiries, and manages an investigative case load. 
  • Meets with Department counsel to review claims, complaints, and investigative reports to ensure that all pertinent documentation is included. 
  • Testifies at administrative, regulatory hearings, civil trials, and criminal trials representing the mechanical licensing boards 
  • Maintains daily case logs, updates case files/database, weekly itinerary, monthly statistics, and expense reports

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience conducting investigations of alleged non-compliance with state laws and regulations, which govern the licensing and practices of business occupations and professions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification (s). Include clear and specific information on your application regarding your qualifications.

Experience with investigating  in a criminal, civil, or administrative field
Ability to interview people and write complex reports
Ability to effectively communicate when testifying in a court of law or an administrative hearing

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Upon appointment, employees in this classification possessing a business occupational and professional license or participating in any outside activity which may be deemed a conflict of interest by the Secretary of the Department of Labor will be required to put the license and/or outside activity in an “Inactive” status.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
