the position of Environmental Specialist III – National Environmental Policy
Act and Environmental Condition of Property manager (NEPA/ ECP)! Join a dynamic

Main Purpose of Job
An Environmental Specialist III, NEPA and ECP Program
Manager functions in a the full performance level of work in the
development, maintenance, reporting and managing of Maryland Military Department (MMD)/
Maryland Army National Guard (MDARNG) National Environmental Policy Act (NEPA)
requirements and Environmental Condition of Property (ECP) requirements. Additionally, this
position will function as the primary POC for Natural Resources for MMD/MDARNG sites.
POSITION DUTIES
This position will function as the technical advisor to The Adjutant General of Maryland and the MDARNG in matters pertaining to environmental topics, and as a statewide project manager of NEPA and ECP at all MMD/MDARNG sites. The incumbent will works as the environmental assessment principle who serves as the on-site assessment coordinator for MMD/MDARNG installations and sites supported with Federal and State funds. Functions include monitoring Maryland Army National Guard Environmental Programs and insuring adherence to federal, state, National Guard Bureau (NGB), local environmental laws, polices and regulatory guidance.
The incumbent will function as the project manager, ultimately responsible for all applicable MDARNG sites STATE-WIDE, for compliance to federal, state, NGB, local environmental laws, policies, regulatory guidance and develop/provide/enter/ensure proper record keeping, submit required reporting, registrations, project funding budget requirements into NGB’s ESTARR and EQuip databases (where applicable), for the following topics:
• National Historic Preservation Act (NHPA)
• National Environmental Policy Act (NEPA)
• Section 7 of the Endangered Species Act (ESA)
• National Register of Historic Places (NRHP)
• Environmental Condition of Property (ECP)
• Natural Resource Conservation
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Four years of professional experience in research, analysis and evaluation of natural and human ecological or environmental resources.
Notes:
1. Candidates may substitute possession of a Master’s degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for one year of the required experience.
2. Candidates may substitute possession of a Doctorate degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for three years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which
require the operation of a motor vehicle. Employees assigned such duties
will be required to possess a motor vehicle operator’s license valid in the
State of Maryland with less than 5 points to operate a state vehicle.
SPECIAL REQUIREMENTS
Common
Access Card (CAC) required. This position will require the ability to pass a
Federal background check in addition to a State background to access the
Edgewood Enclave and computer systems by being issued a CAC card. The ability
to obtain and maintain this access to the facility and CAC card is a condition
of employment for this position.
