Introduction
The Maryland Military Department (MMD) is looking for a candidate to
fill the position of Environmental Specialist II – Hazardous Waste Manager! Join

6:30 am to 5 pm, Tuesday through Friday. This position is required to be on
call for any environmental emergencies.

Main Purpose of Job
The position of
Hazardous Waste Manager has statewide impact under the Maryland Army National
Guard (MDARNG) sites, with responsibility for planning, directing, developing, and
implementing the activities of certain environmental programmatic
areas/management plans. The incumbent acts as a technical advisor to the
Adjutant General of Maryland and the MDARNG in matters pertaining to
environmental topics and as a statewide project manager of all aspects of
Hazardous Waste and Hazardous Material at all MDARNG sites.
POSITION DUTIES
This position will
assist MMD’s Environmental Program statewide project managers as required, of
Tier II, and budget/ESTARR. The incumbent will work as the environmental
assessment principle who provides an on-site assessment capability for Maryland
Army National Guard installations and sites supported with Federal and State
funds. Functions include monitoring Maryland Army National Guard Environmental
Programs and insuring adherence to federal, state, NGB, local environmental
laws, polices and regulatory guidance.
The incumbent will
function as the Statewide Project Manager, ultimately responsible for all
applicable MDARNG sites statewide insuring compliance to federal, state, NGB,
and local environmental laws, policies, and regulatory guidance. The incumbent
will develop, provide, enter and ensure proper record keeping to submit
required reporting, registrations, and project funding budget requirements into
ESTARR, and Environmental Quality surveys (EQuip) (where applicable).
Position duties include but are not limited to:
Hazardous Waste
Management
-Develop and provide Hazardous Waste Handling
training in-person to MDARNG/MMD staff working in every Vehicle Maintenance
Shop (VMS), Combined Services Mechanical Shop (CSMS), United States Property
& Fiscal Officer (USP&FO) Warehouse, Army Air Support Facility (AASF)
and State Maintenance Shop at least annually.
-Develop, implement, and
manage HWMP, Resource Conservation and Recovery Act (RCRA), MDE Biennial MDE HW
reporting, and NGB reporting, as required.
-Support MDARNG/MMD
staff with the Hazardous Material Inventory and Disposal system
(HMIDS)/training.
Hazardous Material
Management
-Serve as the Toxic Substances Control Act
(TSCA) subject matter expert and ensure that MDARNG/MMD remains in compliance
with TSCA.
-Participate in
MMD/MDARNG TSCA working group.
-Become certified as
a state Asbestos inspector and manager and maintain valid certification to
provide asbestos awareness training to MDARNG/MMD personnel.
-Coordinate, compile,
and submit triennial Asbestos reports to MDE by coordinating with other
MMD/MDARNG offices.
-Assist MOTTERS
(Maryland Online Tier Two Emergency Reporting System).
- Manage the Hazardous
Waste program budget and request future funding through Environmental Source to track, analyze & review Requirements (ESTARR).
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Three years of professional experience in analysis, research and evaluation of natural and human ecological or environmental resources.
Notes:
1. Candidates may substitute possession of a Master’s degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for one year of the required experience.
2. Candidates may substitute possession of a Doctorate degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
·Ability to
prepare clear, concise, comprehensive, and informative reports on technical
matters in both technical and lay terms.
·Ability to
consult effectively with contractors, the general public, and engineering
personnel.
·Ability and
experience providing technical training and guidance on a topic in a
professional setting.
·Experience preparing and
implementing a hazardous waste plan.
·Experience
completing Biennial Hazardous Waste report submissions.
·Experience
conducting an environmental inspection of a vehicle maintenance facility or
warehouse.
LIMITATIONS ON SELECTION
Employees must be able
to successfully complete an State and Federal background check.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Common
Access Card (CAC) required. This position will require the ability to pass a
Federal background check in addition to a State background to access certain facilities and computer systems by being issued a CAC card. The ability
to obtain and maintain this access to the facility and CAC card is a condition
of employment for this position.
