Main Purpose of Job

 Manage the Office of Property Management (OPFM) pool cars so employees have access to State vehicles when possible and to eliminate the possibility of underutilized vehicles within the fleet. Assist the DPSCS fleet managers with other fleet duties. Assist with the DPSCS annual inventory process to ensure compliance with inventory standard policies. Draft correspondence for the Director or Assistant Director, conduct research, recommend and create drafts for policy changes. Generate reports for state owned vehicle and property inventory. Represent the department in meetings when the Director or Assistant Director are not available.

POSITION DUTIES

-Vehicle replacement and disposal to include the preparation and submittal of DA-8 for the replacement of vehicles throughout the department. Review the vehicles to be replaced and determine how the funds will be allocated throughout the Department's agencies and institutions to ensure the needs of the department as a whole are met. Manage and approve purchase orders for the replacement of vehicles and addition of vehicles.

-Coordinate with vendors and between the agencies on the use and access to the State's fueling system (Mansfield) and maintenance system (PHH). Comply with the Department of Budget and Management's Directive "State of Maryland State Vehicle Fleet Policies and Procedures" and the policies and procedures established by Secretary's Directives.

-Management of Departmental responsibilities with regard to State vehicles, to include: Establish practices within the Department that ensure compliance with the requirements issues by DBM and the department. Coordinate, on an annual basis as part of the budget process, with the Department's Financial Services Division and operating agencies the procurement of new vehicles and disposal of old vehicles. Evaluate using agencies need for new vehicles to ensure that funding is properly allocated to meet to meet the needs of the agency and the Department.

-Monitor and approve the requisitions for the purchase of new vehicles

-Maintain the WebfleetMaster data for the Office of the Secretary to include the addition and removal of new and old vehicles in the agencies for the Department.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

- Three years of experience working with vehicle inventory

- Three years of experience in data management and reporting, utilizing Microsoft Office Suite (Word, Excel, PowerPoint) and preparing comprehensive reports.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
